Minutes
The Committee of the Whole met at City Hall in the City of Black River Falls on March 20, 2024 at 6:00 P.M.
Alderpersons Dougherty, Gearing-Lancaster, Wussow, Ammann, and E. Rave were present. Alderperson Olson
attended remotely via Zoom meetings. Alderperson M. Rave was excused. Mayor Jay Eddy presided.
1. There were 2 citizens in attendance.
2. There were no updates on the County jail / justice center project other than the County has submitted a
request to Tammy Baldwin’s office again for financial assistance.
3. The Department Head monthly reports were reviewed. Department heads present were Darryl Nelson, Jody
Stoker, Cara Hart, Interim Parks & Recreation Director Dain Crawford, Acting Chief of Police Travis Brown,
and Brad Chown.
4. The Street Superintendent advised the department took delivery of the new skid steer and all the
attachments.
5. Council members congratulated Travis Brown on being selected to be the Chief of Police.
6. The Interim Parks & Recreation Director advised he is excited about the new Parks & Recreation Director and
looking forward to his start date. The Council thanked Dain for filling in and commended him on a job well
done.
7. It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the Parks &
Recreation Department’s request to transfer a used zero-turn lawn mower to the Black River Falls Area
Airport. Motion carried.
8. The City Administrator advised he received a proposal from Market & Johnson for pre-construction and
design work for the proposed ADA bathroom at Lunda Community Park and will be presenting it to Council in
April.
9. It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to approve the
vouchers for February 2024 Check #73758 - #73701 totaling $2,658,232.15. Motion carried.
10. It was moved by Alderperson Olson, seconded by Alderperson Wussow to approve the City Treasurer’s
Report for February 2024. Motion carried.
11. It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to approve the Revenue
& Expense Reports for February 2024. Motion carried.
12. It was moved by Alderperson Olson, seconded by Alderperson E. Rave to adjourn. Motion carried at 6:15 pm.
