Plan Commission Meeting

The Plan Commission met at City Hall in the City of Black River Falls on July 16, 2025 at 5:30 P.M. Commissioners Mike Rave, Randy Eddy, Jared Smith, and Dennis Guenther were present. Mayor Jay Eddy, and Commissioners Marc McDowell and Anneliese Eddy were excused. Commissioner Mike Rave presided. 1. Commissioner Mike Rave called the meeting to order at 5:30 P.M. 2. Commissioner Mike Rave opened the public hearing regarding the petition of Ed & Pat Davis Family Trust requesting a variance/exception to Section 17.29 of the Code of Ordinances for the City of Black River Falls to allow the installation of a vinyl mural on over 25% of window panes and placing the vinyl lettering and mural on the outside of the glass. 3. The City Administrator explained the existing sign ordinance does not allow window signs to cover more than 25% of the pane they are installed on and also requires vinyl to be installed on the inside of windows. 4. There were no citizens in attendance. 5. No one spoke against the request. 6. It was moved by Commissioner R. Eddy, seconded by Commissioner D. Guenther to close the public hearing. Motion carried at 5:46pm. 7. It was moved by Commissioner R. Eddy, seconded by D. Guenther to recommend the Common Council approve a variance/exception to Section 17.29 of the Code of Ordinances of the City to allow Ed & Pat Davis Family Trust to install a vinyl mural on over 25% of window panes and place the vinyl lettering and mural on the outside of the glass at 34 South First Street.
