Black River Falls Police Committee Meeting Minutes A meeting of the police committee was held at City Hall in the city of Black River Falls on September 25, 2025 at 10 AM. In attendance where Rob Stapel, Randy Eddy, and Todd Luttio. Committee president Rob Stapel presided. 1. The meeting was called to order by Rob Stapel at 10:00 am. 2. Joy Taylor was a orded time to clarify the nature of the complaint and de ne what a successful resolution to this complaint would entail. a. Joy reiterated what had already been identi ed in the written complaint. She added that she had been provided the full case le and information at least twice by the Police Department. b. Joy stated, “I guess having the police department get a copy of the video from the LCO Casino.” 3. It was moved by Todd Luttio, seconded by Randy Eddy, to adjourn into close session for the purpose of reviewing the Citizen complaint received from Joy Taylor which is authorized by section 19.85(1)(a) of the Wisconsin Statutes. Motion carried at 10:21 AM. 4. It was moved by Randy Eddy, seconded by Todd Luttio to reconvene into open session to take or announce action if any, and if appropriate motion carried at 11:03 AM. a.
