Black River Falls Police Committee Meeting Minutes A meeting of the police committee was held at City Hall in the city of Black River Falls on September 30, 2025 at 9 AM. In attendance where Rob Stapel, Randy Eddy, and Todd Luttio. Committee president Rob Stapel presided. 1. The meeting was called to order by Rob Stapel at 9:00 am. 2. Joy Taylor was a orded time to clarify the nature of the complaint and de ne what a successful resolution to this complaint would entail. a. Joy reiterated what had already been identi ed in the written complaint. 3. It was moved by Randy Eddy, seconded by Todd Luttio, to adjourn into close session for the purpose of reviewing the Citizen complaint received from Joy Taylor which is authorized by section 19.85(1)(a) of the Wisconsin Statutes. Motion carried at 9:04 AM. 4. It was moved by Todd Luttio, seconded by Randy Eddy to reconvene into open session to take or announce action if any, and if appropriate motion carried at 9:27 AM. a.
