Minutes
The Common Council met in special session at City Hall in the City of Black River Falls on October 15, 2025 at
6:00 P.M. Alderpersons Peloquin, Dougherty, Busse, Gearing-Lancaster, and Wussow were present.
Alderperson E. Rave attended remotely via Zoom meetings. Alderpersons Ammann and M. Rave were excused.
Mayor Jay Eddy presided.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Peloquin to dispense with the
reading of the minutes of the October 7, 2025 Common Council meeting and approve as presented. Motion
carried.

CITIZENS IN ATTENDANCE – There were no citizens in attendance.

It was moved by Alderperson Busse, seconded by Alderperson Dougherty to approve the proposed 2026 City
Operating Budget for publication only and set a public hearing date of November 19, 2025. Motion carried.

The Department Head monthly reports were reviewed. Department heads present were Mark Nordahl, Travis
Brown, Darryl Nelson, Jarod Meyer, Cara Hart, and Brad Chown.

It was moved Alderperson Dougherty, seconded by Alderperson Busse to award the bid to replace the concrete
apron in front of the fire station located at 30 S. Water Street to Reedy Concrete Construction of Galesville, WI
with cost not to exceed $45,652.00. Motion carried.

It was moved by Alderperson Peloquin, seconded by Alderperson Wussow to approve the request from EMS to
purchase four (4) Life Pack 35 monitors at a total cost of $266,899.02 financed through Stryker for 3 years at
0% interest with annual payments of $88,966.35. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Dougherty to approve the request from EMS
to order a Road Rescue E450 Ultramedic ambulance at a cost of $324,000.00 with expected delivery in 2028 or
2029. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Peloquin to award the bid for required
preventative maintenance on the Main Street / Black River bridge to Eide Painting of Viroqua, WI for a cost not
to exceed $21,465.00 if work is completed in 2025 or $23,850.00 if work is completed in 2026. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Gearing-Lancaster to approve the 2026
Collective Bargaining Agreement between the City and the Municipal Street Department Teamsters General
Union Local 662 as presented. Motion carried.

It was moved by Alderperson Wussow, seconded by Gearing-Lancaster to approve the Police Department’s
request to purchase a new server from Tech Pros at a cost of $12,525.00. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Dougherty to approve the Police Department’s
request to purchase equipment for the new 2026 Chevrolet Silverado squad from EVS at a cost not to exceed
$18,699.00. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to approve the application for
a Class “A” Beer and “Class A” Liquor Alcohol Beverage License from Harry Black River, LLC for premises
located at 448 N. Water Street. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Wussow to approve vouchers for
September 2025 Check #75061 - #76187 totaling $500,363.33. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Peloquin to approve the City Treasurer’s Report
for September 2025. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson E. Rave to approve the Revenue & Expense
Report for September 2025. Motion carried.
