The Common Council met at City Hall in the City of Black River Falls on November 4, 2025 at 6:00 P.M.
Alderpersons Ammann, Peloquin, M. Rave, Busse, Gearing-Lancaster, and Wussow were present.
Alderpersons E. Rave and Dougherty attended remotely via Zoom meetings. Mayor J. Eddy presided.

It was moved by Alderperson Peloquin, seconded by Alderperson M. Rave to dispense with the reading of the
minutes of the October 15, 2025 Special Common Council meeting and approve as presented. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to place on file the minutes
of the October 3, 2025 Police Committee meeting. Motion carried.

It was moved by Alderperson Ammann, seconded by Alderperson Peloquin to place on file the minutes of the
October 9, 2025 Business Improvement District (BID) Board meeting. Motion carried.

It was moved by Alderperson Peloquin, seconded by Alderperson Dougherty to place on file the minutes of the
October 9, 2025 Police Committee meeting. Motion carried.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson M. Rave to place on file the minutes
of the October 16, 2025 Business Improvement District (BID) Board meeting. Motion carried.

of the October 23, 2025 Business Improvement District (BID) Board meeting. Motion carried.

It was moved by Alderperson M. Rave, seconded by Alderperson Gearing-Lancaster to place on file the minutes
of the October 27, 2025 Ad Hoc Branding Committee meeting. Motion carried.

It was moved by Alderperson Dougherty, seconded by Alderperson Wussow to place on file the minutes of the
October 27, 2025 Utility Commission meeting. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Busse to approve ORDINANCE 897 – An
ordinance creating Chapter 21 of the Code of Ordinances for the City related to sex offender residency
regulations. Motion carried. A copy of the ordinance is available at City Hall.

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve ORDINANCE
898 – An ordinance repealing and recreating Section 1.07(a) of the Code of Ordinances related to adding
electronic vaping devices to smoking prohibition. Motion carried. A copy of the ordinance is available at City
Hall.

It was moved by Alderperson Pelquin, seconded by Alderperson Wussow to approve ORDINANCE 899 – An
ordinance creating Section 7.21 of the Code of Ordinances to regulate the operation of electric bicycles, electric
scooters, electric personal assistive mobility devices, and electric skateboards. Motion carried. A copy of the
ordinance is available at City Hall.

The proposed 2026 City Operating budget was briefly discussed. The public hearing for this budget is
scheduled for 6:00pm on Wednesday, November 19, 2025.

The proposed 2026 EMS budget was presented to the Council and will be brought back for approval at the
Special Common Council meeting on November 19, 2025.

It was moved by Alderperson Ammann, seconded by Alderperson Pelquin to approve RESOLUTION 2025-04 –
a resolution updating the City’s Fee Schedule. Motion carried.

It was moved by Alderperson Busse, seconded by Alderperson Gearing-Lancaster to convene in to closed
session for the purpose of deliberating the purchase of property for public use related to Parcel 206-1730.0000
located on North Roosevelt Road where competitive or bargaining reasons require a closed session which is
authorized under Section 19.85(1)(e) of the Wisconsin Statutes. Motion carried at 6:35 pm.

It was moved by Alderperson Wussow, seconded by Alderperson Busse to reconvene in to open session to take
or announce action, if any and if appropriate. Motion carried at 6:45 pm.

It was moved by Alderperson M. Rave, seconded by Alderperson Wussow to authorize the City Administrator
and the City Attorney to draft an offer to purchase Parcel 206-1730.000 as discussed in closed session. Motion
carried.

It was moved by Alderperson Pelquin, seconded by Alderperson Gearing-Lancaster to adjourn. Motion carried
at 6:47 pm.
