Minutes
The Common Council met in special session at City Hall in the City of Black River Falls on November 19,
2025 at 6:00 P.M. Alderpersons Ammann, Peloquin, Gearing-Lancaster, and Wussow were present.
Alderpersons Dougherty and Busse attended remotely via Zoom meetings. Alderpersons M. Rave and E.
Rave were excused. Mayor Jay Eddy presided.

It was moved by Alderperson Peloquin, seconded by Alderperson Wussow to dispense with the reading of
the minutes of the November 4, 2025 Common Council meeting and approve as presented. Motion carried.

CITIZENS IN ATTENDANCE – There were three citizens in attendance – 1 in person and 2 via Zoom
meetings.

It was moved by Alderperson Dougherty, seconded by Alderperson Peloquin to place on file the minutes of
the November 13, 2025 Business Improvement District (BID) Board meeting. Motion carried.

Mayor Eddy opened the public hearing on the proposed 2026 City Operating Budget at 6:03pm.

The City Administrator confirmed there had been no changes since it was published. There were no citizen
comments on the proposed budget and no recommendations or changes from Council members.

It was moved by Alderperson Gearing-Lancaster, seconded by Alderperson Busse to close the public
hearing on the proposed 2026 City Operating Budget. Motion carried at 6:05pm.

It was moved by Alderperson Ammann, seconded by Alderperson Wussow to approve the 2026 City
Operating Budget and set the levy at $2,374,912.00. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Gearing-Lancaster to approve the 2026
Fire Department EMS Division Budget and set the ambulance fee at $25 per capita for 2026. Motion carried.

The City Administrator presented the Business Improvement District ( BID) annual report which included
year-to-date financials and a fund balance of $49,594.80 as of November 12, 2025. The BID Board
appointments will be made as part of the Mayor’s committee appointments in April 2026.

It was moved by Alderperson Busse, seconded by Alderperson Peloquin to approve the 2026 Business
Improvement District (BID) Operating Plan and budget. Motion carried.

It was moved by Alderperson Wussow, seconded by Alderperson Pelquin to add Type I I-94 informational
signs to the City’s property insurance policy contingent on BID Board approval of the purchase and
installation of said signs. Motion carried.

The Department Head monthly reports were reviewed. Department heads present were Mark Nordahl, Travis
Brown, Darryl Nelson, Jarod Meyer, Cara Hart, and Brad Chown.

It was moved by Alderperson Ammann, seconded by Alderperson Gearing-Lancaster to approve the Police
Chief’s request to fill the Patrol Sergeant position. Motion carried.

The Fire Chief advised the Rural Fire Board met and approved their portion of the 2026 Fire Department
budget. They also appointed him Secretary and Treasurer of the Rural Fire Board.

Scott McCauley presented an introduction to Make My Move talent recruitment program and information on
the recently announced WEDC Talent Recruitment Grant program. The proposal is for the City to sign a 2-
year contract contingent on receiving a WEDC Talent Recruitment Grant. Contract cost would be $177,275
payable in two installments. This topic will be placed on future agendas for further discussion and possible
action.

It was moved by Alderperson Busse, seconded by Alderperson Wussow to approve vouchers for October
2025 Check #76188 - #76304 totaling $981,195.76. Motion carried.
