Mr. Dietz distributed the Centennial Annual Report, a spreadsheet on capital, and a list of projects and services. He commented that District enrollment is at 6,412. 7. Rick Wilder, owner, Metro Gun Club, stated these type of events give the Club notoriety and publicity and helps bring revenue to the Club and to the City. Todd Olson, Chair of the Community Center Task Force, stated the next meeting is October 13, 2014. Morgan Wolfe, 13547 Quincy Street, asked what questions will be on the resident survey and where the community center would be located. Mayor Ryan replied the survey will ask residents what amenities would you like to be in a community enter. He noted a location has not been discussed. IN THE AMOUNT OF $52,904.58 FOR AURELIA PARK PARKING LOT, IMPROVEMENT PROJECT NO. 14-06 Sponsors: Higgins Public Services Manager Therres stated seven bids were received, checked and tabulated and it has been determined that North Valley, Inc. of Nowthen, Minnesota is the lowest bidder. He stated staff recommends the low bid be accepted and a contract entered into with North Valley, Inc. He stated that Council is also asked to approve a 10% contingency for the project. He noted the funding source for the project is the Park Development Fund and there are sufficient funds to cover the costs. Adopted City of Blaine Page 8 City Council Minutes - Final September 18, 2014 12.-3 RES 14-176 AUTHORIZE USE OF CAPITAL IMPROVEMENT FUND TO FUND PLAYGROUND IMPROVEMENTS Sponsors: Huss Finance Director Huss stated Council approved a five-year concept plan to fund deferred improvements in neighborhood playgrounds with the City’s Capital Improvement Fund (CIF). He stated the plan would provide up to $1 million of available investment earnings in the CIF for 2014 to 2018 to invest in new equipment and upgrades to neighborhood playgrounds. City Manager Arneson stated a petition is needed from the neighborhood residents requesting temporary speed humps per City policy. Councilmember Kolb asked if there are any known problems with vandalism to temporary speed humps. Public Services Manager Therres replied he does not know. CITY COUNCIL, SECTION 2-07, SALARIES OF MAYOR AND COUNCILMEMBERS, OF THE CODE OF ORDINANCES OF THE CITY OF BLAINE Sponsors: City Council City Manager Arneson stated it is recommended to increase Council salaries by five percent effective January 1, 2015. He noted per State statute a salary change for Councilmembers shall not take effect until after the next succeeding election; therefore, any increase would not take effect until January 2015. Adopted 13. OTHER BUSINESS Mayor Ryan pronounced September 20, 2014, is National POW MIA Day in the City of Blaine. Councilmember Kolb suggested Hope for Youth attend a future Council Workshop to give a presentation on their organization.
