Thursday, September 18, 2014 6:30 PM Cloverleaf Farm Room A Meeting Number 14-50 NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 6:30 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City Attorney; Bryan Schafer, Planning and Community Development Director; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Ward Brown, Financial Analyst; Stefan Higgins, Assistant City Engineer; Jim Hafner, Storm Water Manager; Dan Szykulski, Police Captain; Roark Haver, Communications Technician; Al Thorp, Senior Engineering Technician; Catherine Sorensen, City Clerk and Recording Secretary Linda Dahlquist. Present: 7 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Bourke, Councilmember Kolb, and Councilmember Herbst 3 New Business City of Blaine Page 1 City Council Workshop Minutes - Final September 18, 2014 3-1 WS 14-47 MAC LAND USE/AIRPORT BUSINESS DISCUSSION Sponsors: Schafer Attachments: MAC Properties Map PBD-A Zoning Text Planning and Community Development Director Schafer stated MAC is preparing to market excess land at two locations for commercial development. He stated an airport type business district needs to be established to set parameters and standards for commercial/industrial development. He stated the process involves a Comprehensive Plan Land Use Amendment from airport to Airport Business District and rezoning the two sites. He stated a zoning text review and adoption to create a planned business district-airport zoning chapter is needed. Councilmember Herbst asked about the four acres on 105th and Radisson Road and if the ball fields would be affected. City Manager Arneson replied the site is deep and should not affect the ball fields. He noted the City could sign a ground lease agreement with MAC for the ball fields. Councilmember Bourke stated he has an issue with retail in that area. Planning and Community Development Director Schafer replied a small multi-tenant retail unit would fit. He noted the retail would not have access to Radisson. Councilmember Swanson commented he has an issue with retail in that area. He noted he has already received complaints about the proposed retail. Planning and Community Development Director Schafer asked the MAC representative if housing could be located in that area. MAC representative replied it would not be in the best interest of MAC for residential in that area due to the land lease and noise. Councilmember Clark asked if 105th is reconstructed, can the MAC property be assessed? Planning and Community Development Director Schafer replied he does not have an answer for this question. Councilmember Clark noted that if the driveway is extended to Nassau, trees would have to be removed. Councilmember Swanson asked about County Road J is in Ramsey County, Anoka County, Mounds View and Blaine, what kind of agreement would be needed for access. Planning and Community Development Director Schafer replied access would be on 85th Avenue and in Anoka County. He noted the driveway has to align with one of the streets to the south. Discussed City of Blaine Page 3 City Council Workshop Minutes - Final September 18, 2014 3-2 WS 14-48 PROPOSED 2015 STORM WATER FUND BUDGET Sponsors: Huss Attachments: Proposed 2015 Storm Drainage Fund Budget 2015 Stormwater Fund Presentation Finance Director Huss stated the five-year projection under the current fee schedule indicates operating losses starting with 2014 in the amount of $31,450. He stated to maintain and fully fund the program, a fee of $7.00 per quarter equaling $28.00 per year is recommended starting in 2015. He noted this would be a $3.00 increase from 2014. He stated the total expense for 2015 equals $1,231,690 and includes one additional Public Services staff member. He noted the capital project fund reserve for 2014 is $1 million. Councilmember Bourke asked for the cost of a street sweeper. Finance Director Huss replied $211,000 and the City has two street sweepers. Council discussion about street sweeping and dumping of debris. Councilmember Bourke asked what is included in Personal Services. Public Services Manager Therres replied staff salaries. Councilmember Bourke suggested staff budget a standard amount each year similar to the Pavement Management Program. Councilmember Herbst stated he is in favor of funding the Stormwater Fund. Councilmember Hovland commented the storm water projects cost more compared to street maintenance. Mayor Ryan asked how much should be kept in reserve. Finance Director Huss replied reserves should cover operating costs and depreciation of equipment. Councilmember Bourke asked for the total cost of improvements completed in 2014. Storm Water Manager Hafner replied approximately $100,000 has been spent on improvements to date. He noted that Belmont Acres was delayed 2015 due to the EDA purchasing the house. Councilmember Swanson asked if the 105th reconstruction would be included in the Storm Water Fund budget. Public Services Manager Therres replied 105th reconstruction funds would come from the Pavement Management Program Fund. Councilmember Bourke asked if the proposed fee increase would cover costs City of Blaine Page 4 City Council Workshop Minutes - Final September 18, 2014 until 2019. Finance Director Huss replied yes. Councilmember Hovland asked about State regulations and if the City will have enough funds to cover these costs and other unexpected costs. Finance Director Huss replied yes. Storm Water Manager Hafner replied good maintenance is important to avoid unexpected expenses. Discussed OTHER BUSINESS City Manager Arneson commented a meeting with Patrol LELS labor mediation/negotiation is scheduled for September 19, 2014. He noted a Council Closed Session is scheduled for October 2, 2014. City Manager Arneson commented a RFP for City Attorney will be published by September 22, 2014. City Manager Arneson commented permits have been issued for White Pine, Dodge, and Walmart. He noted the apartment building on 93rd permit is expected in the near future.
