Planning and Community Development Director Schafer stated the preliminary plat proposal consists of subdividing 5 acres into a subdivision with a total 14 dwelling units. He noted the applicant is proposing single-family homes. Councilmember Herbst asked when Harpers Street and sidewalks will be done. Planning and Community Development Director Schafer replied next summer. Councilmember Bourke asked about a regional pond. Planning and Community Development Director Schafer replied a regional pond is being considered and costs are being developed. JEA SENIOR LIVING. (CASE FILE NO. 14-0051/LSJ) Planning and Community Development Director Schafer stated the applicant is proposing to construct a specialized memory care facility on the southeast corner of Ulysses Street NE and Ulysses Lane NE and is requesting a zoning change to accommodate the use as a memory care facility. Introduced, Read, and Placed on File for Second Reading 11.-8 RES 14-183 GRANTING APPROVAL FOR THE NATIONAL SPORTS CENTER MASTER PLAN AND SITE WORK Planning and Community Development Director Schafer stated the applicant is preparing to move ahead with the development of 75 acres north of 105th Avenue and east of their fields. He noted fill work will be completed this year in order for the development work to move forward. Paul Erickson, National Sports Center (NSC), stated the NSC would like to contribute sand for the reconstruction of 105th. He stated NSC plans to seek additional bonding funds from the State for roads. Neil Ladd, National Sports Center (NSC), stated the NSC has a borrow pit on its land and over the years the sand has been mined out and various soils in to settle. He noted that various sites have been mined, and only one section is settled and buildable at this time. Councilmember Herbst commented he is in favor of using the sand from NSC for the 105th project. Councilmember Bourke commented the NSC needs to be involved with the development of 105th. Adopted Aye: 5 - Mayor Ryan, Councilmember Swanson, Councilmember Bourke, Councilmember Kolb and Councilmember Herbst 11.-9 ORD 14-2295 FIRST READING GRANTING A CODE AMENDMENT TO THE B-2 (COMMUNITY COMMERCIAL) AND THE I-2 (HEAVY INDUSTRIAL) ZONING DISTRICTS TO ALLOW FOR INDOOR SALES OF VEHICLES AS A CONDITIONAL USE. CITY OF BLAINE. Planning and Community Development Director Schafer stated a dealer’s license is needed with auto body or major auto repair shops in order to transfer titles and sell vehicles that they repair and own as part of their business. He noted the State requires a local zoning sign-off on each dealer license and in the B-2 and I-2 zones the City is unable to execute the sign-off. He stated the amendment would allow indoor sales of passenger vehicles with the issuance of a conditional use permit. ADMINISTRATION 12.-1 RES 14-184 COUNCIL DIRECTIVE AUTHORIZING INSTALLATION OF THREE WAY STOP SIGNS AT 116TH AVENUE AND YANCY COURT Public Services Director Therres stated per Council direction, this resolution authorizes installation of three way stop signs at 116th Avenue and Yancy Court. Adopted 12.-2 MO 14-137 APPROVE AUDITOR CONTRACT Finance Director Huss stated the City received eight proposal responses to an RFP for audit services. He stated that based on the proposals, interviews and references, staff recommends that the firm Redpath and Company, Ltd. be re-appointed to perform the City’s financial audit for the upcoming five-year period of 2014 through 2018. RES 14-185 -3A ORDER PREPARATION OF PROPOSED ASSESSMENT FOR RECONSTRUCTION OF DAVENPORT STREET FROM 99TH LANE TO 105TH AVENUE, IMPROVEMENT PROJECT NO. 11-11 City Engineer Keely stated the project includes partial reconstruction of the existing street section to include full concrete curb and gutter replacement, construction of three right turn lanes, sport concrete sidewalk replacement, new concrete sidewalk, asphalt pavement replacement, storm drainage improvements, relocation of hydrants, traffic control signage, signal modification, striping, and related appurtenant construction. She stated the assessment roll has been prepared consistent with the Feasibility Report and the total cost will be paid through assessments, Public Utility Fund and Municipal State Aid funds. She noted the public hearing would be held on November 6, 2014. Adopted 12. OTHER BUSINESS 13.1 MO 14-144 RATIFICATION OF LOCAL 165 (POLICE OFFICERS) 2014 - 2015 UNION CONTRACT Human Resources Director Dussault stated the Law Enforcement Labor Services (LELS) representing the police officers have reached agreement on a two-year contract for 2014-2015. He stated the City’s monthly contribution to the cafeteria plan for 2014 was to increase the beginning of January 1, 2014, although the Union agreed to begin that contribution on July 1, 2014, the Union agreed to the compensation rates set forth in the contract for 2013 until July 1, 2014; and the City agrees to contribute toward insurance for 2015.
