1. CALL TO ORDER BY THE MAYOR
The meeting was called to order at 7:30 p.m. by Mayor Ryan followed by the
Pledge of Allegiance and the Roll Call.

Mayor Ryan thanked Jim Lavalle for his service on the Senior Advisory
Board.
Mayor Ryan stated he attended the opening of the fifth addition of the Chain
of Lakes Church on Davenport Street.

Councilmember Herbst asked about directional signage for Kentucky Fried
Chicken on 117th. Planning and Community Development Director Schafer
replied the developer and property owners work out signage at the time of
development. He suggested a master signage that includes other tenants.

Planning Director Schafer stated the North End Area Plan Amendment that
was approved in October 2002, created a land use designation of LDR (Low
Density Residential) for the area. He stated the preliminary plat proposal
consists of subdividing approximately 20 acres into a subdivision with a total
of 49 new dwelling units. He stated because the developer is proposing
different housing styles with design issues, platting requirements, lot sizes,
markets and price ranges, the existing DF (Development Flex) zoning is
proposed to establish the minimum standards for each of the areas.

City Engineer Keely stated staff is recommending the 2015 Bituminous
Overlay project be composed of various city streets. She stated the
preliminary construction cost is to be funded through assessments to
benefitting properties and the Pavement Management Program, Capital
Improvement Plan Fund. She stated the Finance Department is updating the
Pavement Management Program, Capital Improvement Plan with these streets
in the Feasibility Report.

City Engineer Keely stated staff is recommending the 2015 Street
Reconstructions project be composed of 3rd Street from 101st Avenue to
approximately 400 feet north and 92nd Circle from Woodland Road to the cul
de sac. She stated the Finance Department is updating the Pavement
Management Program, Capital Improvement Plan with these streets in the
Feasibility Report.
Councilmember Swanson asked about the Woodland Road assessments. City
Engineer Keely replied the program assessment for residents is 25%. She
stated the feasibility report will determine the assessment cost.
Councilmember Hovland asked about streets that were scheduled for 2014
and not completed. City Engineer Keely gave an overview of projects that
will be carried over to 2015.

City Engineer Keely stated Allina is requesting an extension of their CUP
through the end of 2015 with the understanding that they will need to notify
the City and County prior to commencing work on the site. She noted that
Allina will need to obtain any required amendments to their permits from the
Rice Creek Watershed District and the Anoka County Highway Department.
Councilmember Herbst stated he is in favor of this one time extension.

City Manager Arneson stated the Cable Franchise between Comcast and the
City is scheduled to expire in November 2017. He stated staff has prepared a
Cable Television Franchise Ordinance Amendment, which extends through
December 31, 2020 and update the PEG channel commitments of Comcast
consistent with the Franchise Settlement Agreement.

Public Services Manager Therres stated in the spring 2014 the Council
appointed a Blaine Community Center Task Force to research the possibility
of building a community center. He stated the Task Force recommends the
City enter into a contract with ANA Research in the amount of $22,000 to
conduct an indoor recreation facility and amenity survey with the residents.
Councilmember Bourke stated approval of this motion will help facilitate the
process. He noted that he needs to see the financial aspect of the project
before he can decide if it is a feasible project.
Councilmember Herbst stated he wants the survey to include pricing and tax
questions.
Councilmember Clark asked what questions will be on the survey. Public
Services Manager Therres replied the survey’s focus is on the needs of the
residents. He stated the task force will include estimate cost questions.
Councilmember Clark suggested including “willingness to pay questions” be
included in the survey. Public Services Manager Therres replied he will
inform the Task Force.
Tammy Schutta, Community Center Task Force representative, stated the task
force will include residential willingness to pay questions.

13. OTHER BUSINESS
Mayor Ryan stated the Yellow Ribbon Committee was able to help several
veterans during the holidays. He stated there is a new group, Trust Vets, who
help veterans find employment. He stated they are working on a website. He
stated the Blaine Lions Club will be holding a skiing event for the children of
veterans in March.
