He reported staff would be drafting a proclamation and encouraged the Council to consider purchasing a Purple Heart flag for City Hall and signage. 7. OPEN FORUM FOR CITIZEN INPUT Mayor Ryan opened the Open Forum at 7:54 p.m. There being no input, Mayor Ryan closed the Open Forum at 7:54 p.m. 8. State Statute requires cities to hold a public hearing to solicit testimony from interested persons regarding any currency exchange license renewal. Notice of the public hearing was published on October 19, 2018. The Police Department has also reviewed their files regarding both locations and has no concerns regarding the renewals. City approval must be received within 60 days otherwise concurrence is presumed. It was noted the deadline for response is November 30, 2018. ADMINISTRATION 12.-1 ADOPT 2019 COMMUNICATIONS FUND BUDGET Attachments: 2019 Communications Fund Adopted Budget Finance Director Huss stated staff presented a proposed 2019 Communications Fund Budget for discussion at the October 18, 2018 Council Workshop. Council reviewed the proposed budget and indicated their conceptual approval of the budget presented. A summary of the budget was provided to the Council and staff recommended approval. Moved by Councilmember Swanson, seconded by Councilmember Clark, that Resolution 18-206, “Adopt 2019 Communications Fund Budget,” be approved. Motion adopted unanimously. Pursuant to Council direction following the September Workshop, staff has appropriated funding for 2019 for those organizations listed below. A summary of the budget was provided to the Council and staff recommended approval. Staff requested the Council select the low bid for engineering/landscape services for the senior center project. Councilmember Hovland recommended staff discuss the landscaping plans with the Blaine Festival Committee. Moved by Councilmember King, seconded by Mayor Ryan, that Motion 18-133, “Engineering/ Landscape Services for the Senior Center Project,” be approved. Motion adopted unanimously. Aye: 7 - Mayor Ryan, Councilmember Swanson, Councilmember Clark, Councilmember King, Councilmember Hovland, Councilmember Garvais and Councilmember Jeppson 12.-4 FIRST READING AMENDING SECTION 74-81(g)(4)g OF THE MUNICIPAL CODE OF THE CITY OF BLAINE ESTABLISHING 2019 PARK DEDICATION FEES Attachments: 2018 Comparative Park Dedication Fees Mr. Therres stated in 2000 the City passed a bond referendum in the amount of $3.5 million for the purchase of open space property. As part of the process the City Council created the Natural Resource Conservation Board (NRCB) to make recommendations on which property to purchase and how to manage the open space property. To provide an ongoing funding source for the NRCB's management of the open space property the Park Dedication Fee Ordinance was changed to split the park dedication fees collected with development to have 35% City of Blaine Page 5 City Council Minutes November 1, 2018 of fees collected from residential development go to an Open Space fund. The remaining 65% of residential development and 100% of industrial and commercial development would go to the existing Park fund. Mr. Therres explained in 2014, the City had several large park projects on the horizon, including the purchase and development of the Lexington Athletic Complex. The City Council amended the Park Dedication Fee Ordinance to provide 20% of fees collected from residential development go to the Open Space fund, while 80% of residential fees and 100% of industrial and commercial fees go to the Park fund. This amendment also stipulated that this would only be for five years and the City Council would revisit this issue at that time. After discussion at the September 20 workshop, City Council directed that the park dedication fees be returned to the 65%/35% split that existed 5 years ago. Declared by Mayor Ryan that Ordinance No. 18-2416, “Amending Section 74-81(g)(4)(g) of the Municipal Code of the City of Blaine Establishing 2019 Park Dedication Fees,” be introduced and placed on file for second reading at the November 15, 2018 Council meeting. 13. OTHER BUSINESS Councilmember Swanson asked if the write-in candidates for the third ward would delay the returns for the upcoming election. Ms. Sorensen explained it was her understanding only the ward three returns would be delayed for tabulation and not the entire election results. Mayor Ryan thanked staff and all of the election judges that would be serving the City so diligently through the upcoming election. Ms. Sorensen thanked everyone for their work and provided further comment on the great response the City has had to early voting. Discussed. 14.
