NOTICE OF WORKSHOP MEETING
The meeting was called to order by Mayor Pro Tem Swanson at 6:30 p.m.
Quorum Present.
ALSO PRESENT: Clark Arneson, City Manager; Pat Sweeney, City
Attorney; Bryan Schafer, Planning Director; Bob Therres, Public Services
Manager; Joe Huss, Finance Director; Bonnie Friedrich, Accounting
Supervisor; Chris Olson, Safety Services Manager/Police Chief; Roark Haver,
Communications Technician; Jane Cross, City Clerk; and Recording Secretary
Linda Dahlquist.
Present: 5 - Councilmember Clark, Councilmember Kolb, Councilmember Bourke,
Councilmember Herbst, and Councilmember Swanson
Absent: 2 - Mayor Ryan, and Councilmember Hovland

Finance Director Huss stated HLB Tautges Redpath (HLBTR) will discuss the
City’s 2012 CAFR and the audit process, and internal controls and new
auditing standards.
Peggy Moeller, HLB Tautges Redpath, Ltd. stated four reports were issued
with the audit: Comprehensive Annual Financial Report, State Legal
Compliance Report, Report on Internal Control, and Communication With
Those Charged With Governance.
Ms. Moeller stated for the Comprehensive Annual Financial Report, the City
received a “clean opinion” on the 2012 financial statements. She stated the
City received the 2011 GFOA Certificate of Achievement for Excellence in

Financial Reporting Program. She noted that the 2012 report has been
submitted.
Ms. Moeller stated the Report on Internal Control shows there were two
findings: She stated that there were errors in calculating storm water billing
for commercial accounts and audit adjustment were carry over errors from
2011.
Ms. Moeller stated the State Legal Compliance Report shows one compliance
finding that was a carryover from 2011, which was that the City’s Charter did
not allow for electronic payments or credit card payments. She noted the
Charter has been revised.
Ms. Moeller stated the Communication With Those Charged With
Governance report didn’t have any showings.
Ms. Moeller stated the Other Matters Report includes GASB Implementation
for 2013: GASB 61 Omnibus Amendment to GASB No. 14 and GASB 65
Items previously reported as assets and liabilities.
Councilmember Bourke asked if the variance amount was included in the total
fund balance. Ms. Moeller replied yes it is included.
Finance Director Huss stated the storm water utility fee adjustments had
incorrect calculations in relation to commercial parcel measurements. He
stated 24 commercial accounts were over charged and 42 commercial
accounts were under charged. He noted all of the affected businesses will be
notified and their accounts corrected.

Blaine 50th Anniversary Celebration
Councilmember Kolb stated the City of Blaine was chartered on December
14, 1964. She gave an overview of the meeting that was held. She stated
discussions at the meeting included appointing members to the committee,
celebrating starting with events already planning during the year in 2014 and
in 2015.
Councilmember Herbst questioned what the celebration would include?
Councilmember Kolb commented an established calendar of events would be
created. She noted staff assistance would be needed.

Public Services Manager Therres commented the Park and Recreation staff is
strapped with existing program work; although, the staff did suggest including
the celebration with other City events.
Councilmember Kolb suggested appropriating funds from the Charitable
Gambling fund for the City’s Historical Society.
Councilmember Herbst suggested someone from the Parks Board be included
on the committee.
Council consensus that Councilmember Kolb to present a committee listing
and outline for discussion at a Workshop in November.
Councilmember Clark arrived at 7:00 p.m.
Community Center Task Force
Public Services Manager Therres stated he has received 34 applicant names
for the task force.
Mayor Pro Tem Swanson stated funding will be discussed at a future
Workshop. He commented the Council is allowing the task force to move
forward.
Public Services Manager Therres stated the first few task force meetings will
be the group developing a wish list and costs.
City Manager Arneson noted if a consultant is needed; it could take up to 60
days.
Councilmember Bourke stated he would like to see a plan before funding is
discussed.
Public Services Manager Therres stated the task force should include residents
and businesses in addition to the athletic clubs.
Councilmember Clark commented he would like to have the athletic clubs
help fund the community center. He stated he would like the Council to set
parameters or guide lines for the task force.

Workshop meeting is scheduled for Thursday, at 6:30 p.m., at Blaine City Hall,
Cloverleaf Farm Room, 10801 Town Square Drive, Blaine, MN for the following
purpose:
