This was a closed meeting pursuant to the provisions of Section 3.01 of the Blaine City Charter and Minnesota Statutes 13D.03, Subd. 1(b). 2 Roll Call Quorum present. ALSO PRESENT: Clark Arneson, City Manager; Tom Sweeney, City Attorney; Chris Olson, Police Chief; Joe Huss, Finance Director; Terry Dussault, Human Resources Director; and Jane Cross, City Clerk, for roll call purposes only. Present: 5 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, and Councilmember Bourke Absent: 2 - Councilmember Kolb, and Councilmember Herbst 3 New Business 3.1 TMP 14-1635 The purpose of the closed special meeting was to discuss labor negotiations.
