Thursday, November 20, 2014 Cloverleaf Farm Room A Immediately Following Closed Session Meeting Number 14-63 NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 6:55 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City Attorney; Bryan Schafer, Planning and Community Development Director; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Nyle Zikmund, SBM Fire Chief; Chris Olson, Police Chief/Safety Services Manager; Roark Haver, Communications Technician; Al Thorp, Senior Engineering Technician; Catherine Ekstrand, Deputy City Clerk and Recording Secretary Linda Dahlquist. Present: 7 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Bourke, Councilmember Kolb, and Councilmember Herbst City of Blaine Page 1 City Council Workshop Minutes - Final November 20, 2014 Metropolitan Council - Thrive MSP 2040 Presentation Marie McCarthy, Metropolitan Council, distributed the 2013 District Briefings on Thrive MSP 2040. Dan Marckel, Policy Analyst, Metropolitan Council, stated Thrive MSP 2040 is a long-range plan that creates a vision for the seven-county region for the next 30 years to help the region maximize opportunities for growth and prosperity in the coming decades. He gave an overview of the regional forecast on continued growth and prosperity. He noted Blaine’s 2010-2040 projected growth in population is 57,000 to 86,000; in households is 21,000 to 33,000; and employment is 19,000 to 27,000. Councilmember Hovland commented that it is predicted that people will be more mobile in the future, renting homes, changing jobs and moving often. Mr. Marckel replied Minneapolis has a higher home buying rate than the national average. Councilmember Herbst commented the City needs to provide input into the plan. He noted that various people move to Blaine. He stated Blaine does not want to be told what density to have. Mr. Marckel replied the higher density nodes do not apply to Blaine. Councilmember Herbst commented Blaine needs to be able to choose its own density and requested the Met Council let the City decide what is needed. Mr. Marckel gave an overview of the Met Council’s central theme, which includes stewardship, prosperity, equity, livability, sustainability, integration, collaboration, and accountability. Councilmember Bourke commented Blaine monitors our own wells and do not want the Met Council to overrule the City. He stated mandates need to be minimized. Ms. McCarthy replied the Met Council provides the cities data and information on ground water and sources. She stated Met Council is not the water authority. Councilmember Hovland stated the many groups (DNR, Core of Engineers, Watershed District, etc.) that the developers have to work with causes a burden on the developer and passed on to the people buying the property. He noted that water control is an issue. Mr. Marckel replied the water people need to streamline their processes. Ms. McCarthy replied the Met Council does not do permitting. Councilmember Clark stated he is concerned that cities have to follow a regional plan causing the cities to lose autonomy.
