Thursday, December 18, 2014 Cloverleaf Farm Room A Immediately Following Closed Session Meeting Number 14-70 NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Ryan at 6:40 p.m. 2 Roll Call Quorum Present. ALSO PRESENT: Clark Arneson, City Manager, Patrick Sweeney, City Attorney; Jason King, Councilmember Elect; Bryan Schafer, Planning and Community Development Director; Bob Therres, Public Services Manager; Joe Huss, Finance Director; Ward Brown, Financial Analyst; Chris Olson, Police Chief/Safety Services Manager; Jean Keely, City Engineer; Roark Haver, Communications Technician; Jason Sundeen, Senior Engineering Technician; Catherine Sorensen, City Clerk and Recording Secretary Linda Dahlquist. Present: 7 - Mayor Ryan, Councilmember Hovland, Councilmember Swanson, Councilmember Clark, Councilmember Bourke, Councilmember Kolb, and Councilmember Herbst 3 New Business City of Blaine Page 1 City Council Workshop Minutes - Final December 18, 2014 3-1 WS 14-67 WSB PRESENTATION ON 105TH AVENUE RECONSTRUCTION PROJECT, IMPROVEMENT PROJECT NO. 14-11 Public Services Manager Therres stated the City has hired WSB to redesign 105th and introduced Derek Schmidt and Nic Hentges. He noted that an open house for the affected property owners to view the proposed redesign plan is scheduled for January 14, 2015 from 3:30 to 5:00 p.m. Mr. Schmidt stated WSB will be working on 105th Avenue from Highway 65 to Radisson Road. He stated a pedestrian underpass is being researched. Mr. Hentges stated from Highway 65 to Davenport Street would remain the same design with the addition of a sidewalk on the north & south side east of Baltimore Street. He noted that east of Davenport will have raised medians, dedicated left turn lanes, trail on the north side and sidewalk on the south side. He commented WSB is currently researching the ditches and ground water levels. He noted the raised medians could have landscaping in three locations. He stated a new driveway will be built for the ball fields and golf course on the east end of 105th Avenue. Councilmember Bourke asked if the business accesses will remain the same west of Davenport Street. Mr. Hentges replied yes. Councilmember Herbst asked if the street will stay four lanes. Mr. Hentges replied yes. Councilmember Hovland asked if the speed will be reduced. Mr. Hentges replied no the speed will remain at 50 mph unless a study by MNDOT changes the speed limit. City Engineer Keely commented the road will be turned over to the City in May 2015 and changed to MSA. Councilmember Hovland asked if a raised median is necessary for the full length of the street. Councilmember Kolb replied a median would allow for a safe place for pedestrians to use when crossing the road. Councilmember Herbst commented a center median may inhibit access to the businesses on the east. He suggested not having the median in front of the businesses and install a crosswalk for pedestrians to cross the street. Council discussion on trails and sidewalks. Councilmember Clark commented large groups of people cross 105th at Davenport and at the main entrance to the National Sports Center.
