Saturday, May 7, 2022 8:00 AM Cloverleaf Farm Room A Spring Council Retreat NOTICE OF WORKSHOP MEETING 1 Call to Order The meeting was called to order by Mayor Sanders at 6:00 PM on May 6, 2022. 2 Roll Call PRESENT: Mayor Tim Sanders, Councilmembers Wes Hovland, Julie Jeppson, Chris Massoglia, Jess Robertson and Jason Smith. ABSENT: Councilmember Richard Paul. ALSO PRESENT: Councilmember Appoint Tom Newland Quorum Present. ALSO PRESENT: City Manager Michelle Wolfe; Community Development Director Erik Thorvig; Public Works Director Jon Haukaas; Deputy Police Chief Dan Pelkey; Assistant City Manager/Finance Director Joe Huss; Director of Administration Cassandra Tabor; Deputy Finance Director Ali Bong; Senior Parks and Recreation Manager Jerome Krieger; City Planner Shelia Sellman; City Clerk Cathy Sorensen. 3 New Business 3-1 2023 Budget Development Discussion 3-2 Housing Development Standards and Information City of Blaine Page 1 City Council Workshop Minutes May 7, 2022 Attachments: Northwest Corner of 125th/Lexington East/West Sides of Lexington Avenue High Density Residential Map Housing and Land Use Sections of 2040 Comprehensive Plan Housing Presentation 3-3 City of Blaine Economic Development Authority Fund Balances Attachments: EDA Fund Balances 3-4 American Rescue Plan (ARP) Funding Discussion Attachments: 2022-05-07 Retreat-ARP Project Ideas 3-5 Strategic Priorities Policy Discussion Attachments: 2022-05-07 Draft Policy Council and staff toured Water Treatment Plant 4, Lexington Athletic Complex, and renovated spaces at City Hall and in the Police Department. After the tours an update on the Highway 65 improvement project was shared then the Council recessed the meeting at 8:30 PM reconvened Saturday morning to discuss the 2023 budget development, housing development standards and information, EDA fund balances, American Rescue Plan funding, strategic priorities policy, and other topics. City Manager Wolfe stated discussions and direction would be shared with staff for follow up at future workshops. 4 Other Business None. ADJOURN The workshop adjourned at 11:05 AM on May 7, 2022.
