EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

1 Call to Order/Roll Call
The meeting was called to order at 7:27 p.m. by President Ryan followed by
the Roll Call.
Quorum present.
ALSO PRESENT: Executive Director Clark Arneson, City Attorney
Thomas Sweeney; Community Development Director Bryan Schafer; City
Engineer Jean Keely; Public Safety Manager/Police Chief Chris Olson;
Finance Director Joe Huss; Communications Technician Roark Haver; Senior
Engineering Technician Al Thorp; City Clerk Jane Cross; and Recording
Secretary Linda Dahlquist.

3. EDA RES 14-01 APPROVE 2014 SENIOR HOUSING RENTAL FEE
SCHEDULE FOR BLAINE COURTS AND CLOVERLEAF
COURTS

Finance Director Huss stated an amended fee schedule was discussed at a
previous Workshop. He stated a fee increase of 3.5% for Cloverleaf Courts
and 4% for Blaine Courts for 2014. He noted that a 5% increase is expected
for the next five years.
President Ryan commented a meeting with the residents is planned for
January.

Attachments: 2014 Proposed Senior Housing Budget
Finance Director Huss stated the proposed budget ensures the operational
costs are covered and provides some funding for deferred capital
maintenance. He noted that some of the units are below rental market.
