EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

1 Call to Order/Roll Call
The meeting was called to order at 7:23 p.m. by President Ryan followed by
the Roll Call.
Quorum present.
ALSO PRESENT: Executive Director Clark Arneson, City Attorney Patrick
Sweeney; Public Services Manager Bob Therres; Community Development
Director Bryan Schafer; City Engineer Jean Keely; Public Safety
Manager/Police Chief Chris Olson; Finance Director Joe Huss;
Communications Technician Roark Haver; Senior Engineering Technician Al
Thorp; City Clerk Jane Cross; and Recording Secretary Linda Dahlquist.

2. EDA RES 13-07 AUTHORIZING THE BLAINE ECONOMIC
DEVELOPMENT AUTHORITY, HAVING ALL THE
POWERS OF A HOUSING REDEVELOPMENT
AUTHORITY, TO LEVY TAXES UPON THE TAXABLE
PROPERTY IN THE CITY OF BLAINE FOR
COLLECTION FOR THE YEAR 2014

Finance Director Huss stated the Blaine Economic Development Authority
(EDA) functions as a special taxing district and is authorized to levy taxes
under state law. He stated on September 5, 2013 the EDA gave preliminary
approval for a 2014 property tax levy of $150,000 and staff recommends that
the EDA give final approval to this special tax levy.
Commissioner Hovland asked if the levy is permanent year to year. Finance
Director Huss replied no, this levy is for 2014 only.
President Ryan commented the EDA has not had funding for several years
and this levy will only cover the golf tournament and business dinner. He
commented the EDA has not been staffed since 2011. He noted he would like
to see the EDA funded and staffed in the future.
