10801 Town Square Dr. City of Blaine Blaine MN 55449 Anoka County, Minnesota Minutes - Final EDA The purpose of the Blaine Economic Development Authority is to increase the City’s commercial/industrial tax base, provide employment opportunities, undertake redevelopment to enhance and maintain neighborhood economic stability, and address special needs, such as senior housing. As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, April 3, 2014 7:10 PM Council Chambers 1 Call to Order/Roll Call The meeting was called to order at 7:27 p.m. by President Ryan followed by the Roll Call. Quorum present. ALSO PRESENT: Executive Director Clark Arneson, City Attorney Thomas Sweeney; Community Development Director Bryan Schafer; City Engineer Jean Keely; Public Safety Manager/Police Chief Chris Olson; Finance Director Joe Huss; Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Jane Cross; and Recording Secretary Linda Dahlquist. EDA RES 14-03 TRANSFER OF THREE (3) PARCELS FROM THE ECONOMIC DEVELOPMENT AUTHORITY (EDA) TO THE CITY OF BLAINE Sponsors: Schafer Attachments: EDA Parcels at Town Square - Location Map President Ryan opened the public hearing at 7:28 p.m. Planning and Community Development Director Schafer stated the EDA purchased land in the Town Square Development. He stated the City Hall parcel was transferred to the City for construction and the other three parcels remained with the EDA. He stated the transfer is necessary as the parcels would require the EDA to pay property taxes in 2015. EDA RES 14-04 APPROVING EDA ASSISTANCE TO HELP FACILITATE THE PURCHASE OF REAL PROPERTY AT 10931 UNIVERSITY AVENUE NE (PIN #18-31-23-33-0128) AND 10937 UNIVERSITY AVENUE NE (PIN #18-31-23-33-0126) IN THE AMOUNT NOT TO EXCEED $450,000 Attachments: 109th_University Properties Location Map 109th_University Ave - Site Plan Planning and Community Development Director Schafer stated as part of the University Avenue roadway expansion Anoka County Highway Department purchased nine homes along the east side. He stated two single-family homes on the south side are ACCAP’s housing units for the RISE program that have not been purchased. He stated the EDA is being asked to assist in the project by providing funds to purchase the two homes. He commented the EDA funds would be in the form of a loan to ACCAP and the loan would be forgiven if ACCAP is successful in obtaining project financing and completing the project per City approval. Commissioner Bourke confirmed that if ACCAP could not get funding, the City would get the two parcels back. Planning and Community Development Director Schafer replied yes. Commissioner Herbst asked if ACCAP would get any funds over the purchase price. Planning and Community Development Director Schafer replied no, just the two parcels. President Ryan stated he would prefer not to leave the two homes when the others are removed. Commissioner Hovland asked about park space within the new development. Planning and Community Development Director Schafer replied the proposed plan does include two pocket parks.
