10801 Town Square Dr. City of Blaine Blaine MN 55449 Anoka County, Minnesota Minutes - Final EDA The purpose of the Blaine Economic Development Authority is to increase the City’s commercial/industrial tax base, provide employment opportunities, undertake redevelopment to enhance and maintain neighborhood economic stability, and address special needs, such as senior housing. As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, August 7, 2014 Council Chambers 1 Call to Order The meeting was called to order at 7:15 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum present. ALSO PRESENT: Executive Director Clark Arneson, City Attorney Thomas Sweeney; Community Development Director Bryan Schafer; City Engineer Jean Keely; Public Safety Manager/Police Chief Chris Olson; Finance Director Joe Huss; Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and, Recording Secretary Linda Dahlquist. Present: 7 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Kolb, President Ryan, and Comissioner Swanson 3 Minutes 3-1 MIN 14-28 June 5, 2014 EDA Minutes Sponsors: Schafer Attachments: June 5 EDA Minutes Adopted Aye: 7 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, Comissioner Hovland, Comissioner Kolb, President Ryan, and Comissioner Swanson 4 New Business City of Blaine Page 1 EDA Minutes - Final August 7, 2014 4-1 EDA RES 14-08 APPROVING THE SALE OF WETLAND CREDITS FROM THE BLAINE EDA TO THE PROPOSED PARKSIDE NORTH DEVELOPMENT Sponsors: Schafer Attachments: Parkside North - SIte Map Planning and Community Development Director Schafer stated the developer of Parkside North project approached the EDA about the sale of two acres of wetland credit from the EDA Wetland Bank. He stated the EDA is asked to sell two acres of wetland credit. He noted that the City’s Park Dedication Fund would owe the EDA. Commissioner Bourke questioned if all of the lots would be wetland credit and the project will be built as shown. Planning and Community Development Director Schafer replied this is a concept plan that will be done in phases. Commissioner Bourke is concerned the project will not be completed and asked what happens to the wetland credits and the funds owed to the developer. Commissioner Swanson questioned the City’s gain with selling two wetland credits. Planning and Community Development Director Schafer replied the mortgage will be reduced. Finance Director Huss stated TIF funds were used to establish the wetland banking. He stated the wetland credits will allow development. President Ryan stated the developer needs the wetland credits to move forward with the development. Planning and Community Development Director Schafer replied two acres would have to be wetland if wetland credits are not used. Finance Director Huss stated the EDA provides development opportunities. He noted that without the wetland credits the City will lose two acres. Commissioner Schafer stated in year two or three park dedication fees would come in. Commissioner Bourke stated $1.4 is for the City to purchase the park. He asked if the developer should purchase the development without the park. Commissioner Clark asked how the development would be different without the two wetland credits. Planning and Community Development Director Schafer replied two acres of development would have to be taken out of the City of Blaine Page 2 EDA Minutes - Final August 7, 2014 development, which would equal six homes. Commissioner Swanson commented the Park Board will get its resources faster. Commissioner Clark commented he agrees the use of wetland credits has to facilitate development. Planning and Community Development Director Schafer stated wetland credits will be used for Lever Street. He noted the developer wants to have the main road of 125th Avenue in place as early as possible. Commissioner Bourke agrees the road should be built completely and he is in favor of the motion. Commissioner Herbst stated he will abstain from commenting and the vote.
