1. Call To Order
The Blaine Park Advisory Board met in the Council Chambers of City Hall on
Tuesday, July 22, 2014.
Chair Bird called the meeting to order at 7:00 p.m.

5.-1 PB 14-23 PARK UPDATES

Park Supervisor Monahan provided updates on the following parks:
Aurelia Park - the Park has one tennis court and one full basketball
court. The only thing left to do is to put up the posts for the tennis net
and the posts for the net. The court is striped for both pickle ball and
tennis. Staff has received compliments from the neighbors. The
playground structures were also replaced. The metal roof has been
ordered for the park building and construction will begin as soon as
the roof is received. Staff is contemplating changing the color of the
park building. Color choices will be brought to the Park Board for
comments.
Commissioner Das asked if the tennis court and basketball courts
came with some warranty. Mr. Monahan stated Tom Scott has taken
the lead on this project and he will ask Tom and bring it back to the
next meeting. Chair Bird asked if there has been any resident
feedback on Aurelia. Mr. Monahan stated one resident came and
asked when things were going to begin in the Park. Another resident
was concerned when the playground was taken down that it would not
be replaced. Chair Bird asked if there has been any issues with
vandalism during the construction. Mr. Monahan stated there has
been no issues during construction. The Park Patrol stops by the Park
every evening. The Engineering Department will be working on the
replacement of the parking lot. There may also be some turf and
irrigation done depending on how much of the funds remain.
Legacy Creek Park - The drain tile is in and done. There has been one
significant rain since the drain tile has been installed. Staff will
continue to watch it. Staff is confident the job was done well and
there will not be any more problems. Some trees will be planted in the
Park.
Aquatore Park Field #1 - The relocation is slowly moving along. The
stumps were removed from the field and fill was brought in. Once the
settlement stage is done work will continue. The hope is to begin
playing in 2015 on the field.
Lexington Athletic Complex - Currently grading is being done along
with utility work. The wiring and concrete phase will begin after
grading and utility work. The project is expected to be completed by
late summer 2015.
Lakeside Commons Parking Lot - The second coat and painting of

stripes will be done after the beach is closed. This will be done in the
fall. Commissioner Markle asked if there are temporary lines in the
parking lot and Mr. Monahan stated there are.

5.-2 PB 14-24 Lakeside Park Feature

Park Supervisor Monahan reviewed this month’s feature park is
Lakeside Park. A narrative and powerpoint was presented. This is the
55th Park presented to the park board.
In 2003, a 2.7 acre parcel of land in Club West was developed in to
what is now known as Lakeside Park. The park was completed in July
of 2004. Lakeside Park is one of 5 parks that were developed in the
Club West area. Lakeside Park is a unique part that has a beautiful
wooden bridge, an island along with a playground, half basketball
court, grills, shelter, trails, benches and picnic tables. The cost of the
park was $153,500 and including the bridge at $200,000 the total came
in at $353,500. The park is very popular for basketball, walkers and
runners using the trails and many picnics are held at the shelter
throughout the summer. Staff is looking at possibly resurfacing the
basketball court.
Commissioner Leathers stated some time ago there was a discussion
about a crosswalk coming off Davenport. It seems to have
self-resolved.

Park Supervisor Monahan provided updates on the following:
Family Fun Night Recap - This was held Tuesday, July 15 with 725
kids and 2000 total attendees. There were inflatables, the fire
department, carnival games, concessions and sponsors and vendors.
The Blaine residents come out for this free event.
Kids Triathlon - This will be held Saturday, July 26 at 8:00am. This is
a mini version of the big triathlon held in May. Intern Josh and other
staff will be at Lakeside Commons Park to set up prior to the event.
88 kids are registered for the event. There will be five waves starting
the race. The older kids will be starting first. Commissioner Das
thanked Nate for his hard work on this and the other events. The adult
triathlon has been moved to September, the weekend after Labor Day
starting in 2015.
Commissioner Leathers thanked Nate for dealing with the issues at
Legacy Creek. The City’s responsiveness to the residents was
outstanding. Nate thanked the Public Works Department for their
work.
Commissioner Das asked if there was an update on the Community
Center Committee. Mr. Monahan stated at this time the Committee is
touring other community centers. They have toured Andover and will
be touring Maple Grove shortly. A consultant will be brought in to
work with the Committee. This is in the budget but pending Council
approval.
Commissioner Leathers stated there are a lot of new houses coming up
in the City. He would like to see the City’s projection on new
development to help with planning the CIP.
Mr. Monhan stated he will bring the Dog Park information to the
August Park Board Meeting. He will visit other City dog parks.

1. Call To Order
The Park Board is an advisory body to the city council. One of the board's functions is
to hold public meetings and make recommendations to the city council. For each item,
the Board will receive reports prepared by City staff, provide the opportunity for public
response, conduct Board discussions and make recommendations. The city council,
however, makes all final decisions on these matters.
