He noted that the proposed lots’ soil was contaminated and cost $1.5 million to clean up the soil, which was funded by the developer, Met Council and EDA. He stated the proposed lots were marketed for affordable housing and Woodland has partnered with Twin City Habitat to build the houses. He stated Woodland will discount the lots if the EDA would provide additional funding. He stated Twin City Habitat will build the homes to the developer’s specifications.
