10801 Town Square Drive City of Blaine Blaine MN 55449 Anoka County, Minnesota Minutes - Final EDA The purpose of the Blaine Economic Development Authority is to increase the City’s commercial/industrial tax base, provide employment opportunities, undertake redevelopment to enhance and maintain neighborhood economic stability, and address special needs, such as senior housing. As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Thursday, February 5, 2015 7:25 PM Council Chambers 1 Call to Order The meeting was called to order at 7:24 p.m. by President Ryan followed by the Roll Call. 2 Roll Call Quorum present. ALSO PRESENT: City Manager Clark Arneson; City Attorney Patrick Sweeney; Planning and Community Development Director Bryan Schafer; Public Services Manager Bob Therres; Finance Director Joe Huss; Police Chief/Safety Services Manager Chris Olson; Communications Technician Roark Haver; Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and Recording Secretary Linda Dahlquist. Present: 7 - Comissioner Bourke, Comissioner Herbst, President Ryan, Comissioner Swanson, Comissioner Clark, Comissioner King, and Comissioner Hovland 3 Minutes 3-1 MIN 15-05 NOVEMBER 20, 2014 AND JANUARY 8, 2015 EDA MINUTES FOR APPROVAL Adopted Aye: 4 - Comissioner Bourke, President Ryan, Comissioner Swanson, and Comissioner Hovland Abstain: 3 - Comissioner Herbst, Comissioner Clark, and Comissioner King 4 New Business City of Blaine Page 1 EDA Minutes - Final February 5, 2015 4-1 EDA RES 15-04 APPROVING $80,000 OF EDA ASSISTANCE IN THE WOODLAND VILLAGE AFFORDABLE HOUSING COMPONENT Planning and Community Development Director Schafer stated Woodland Village is developed by Woodland Development. He noted that the proposed lots’ soil was contaminated and cost $1.5 million to clean up the soil, which was funded by the developer, Met Council and EDA. He stated the proposed lots were marketed for affordable housing and Woodland has partnered with Twin City Habitat to build the houses. He stated Woodland will discount the lots if the EDA would provide additional funding. He stated Twin City Habitat will build the homes to the developer’s specifications.
