Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, January 27, 2015. Chair Bird called the meeting to order at 7:00 p.m. 2. Approval of Minutes 3.-1 MIN 15-03 APPROVAL OF NOVEMBER 25, 2014 PARK BOARD MINUTES Approved 4. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:05 p.m. No one appeared to address the Park Board Chair Bird closed Open Forum at 7:07 p.m. 5. New Business 5.-1 PB 15-01 PRESENTATION OF PROCLAMATION TO THE BLAINE CENTRAL LIONS CLUB, PAVEL BARANYUK, AND JASON HANSON Program Supervisor Monahan reviewed Mayor Tom Ryan will present proclamations to the Blaine Central Lions Club, Pavel Baranyuk, and Jason Hanson for various park cleanup efforts. City of Blaine Page 1 Park Advisory Board Minutes - Final January 27, 2015 Mayor Ryan recognized the Blaine Central Lions Club which adopted Fort Lion Park and has completed projects that include: raking, mulching, pulling weeds, picking up litter, replacing shrubs, and hosted their first ever Night to Unite Event last summer. There were two representatives from the Blaine Central Lions Club who accepted the proclamation. Mayor Ryan invited residents to join the Blaine Central Lions Club. Mayor Ryan recognized Pavel Baranyuk who volunteered four hours of his time to cut down the thick mass of willows that had grown up to completely block any viewing of the lake from the dock that had been built at Kane Meadows Park and Open Space. Mayor Ryan recognized Jason Hanson who volunteered his time to keep the regrowth of the willows cut back during the growing season for the viewing of the lake from the dock that have been built at Kane Meadows Park and Open Space. Mayor Ryan thanked everyone for all their hard work on the Park Board and noted it is very much appreciated. Chair Bird stated he met with the Open Space Commission last week at their meeting. He stated there are two Board members who are working on Adopt-an-Open Space and Adopt-a-Park program. Chair Bird stated attracting bees into the park will be on a future agenda. Discussed 5.-2 PB 15-02 COMMUNITY CENTER TASK FORCE UPDATE The Jeff Lester on Behalf of the Community Center Task Force provided an update on the progress to this point and upcoming timeline of events. Commissioner Lester stated a survey will be provided to the residents for input. The Council did approve the hiring of a consultant. Discussed 5.-3 PB 15-03 HARPERS PARK UPDATE Program Supervisor Monahan reviewed Harpers Park will be developed this summer with completion by the fall of this year. Currently staff is putting out a Request for Proposal for consultant service to begin park designs to present to the Park Board and at the neighborhood meeting late February. Minnesota/Wisconsin Playground will be designing options for playground amenities, shelters, and other possible options to add to the park to fit within the budget. Once that is complete, we will go out for bid for the park construction to begin by late May. City of Blaine Page 2 Park Advisory Board Minutes - Final January 27, 2015 Harpers Park Budget Consultant $25,000 Playground $60,000 Irrigation $8,000 Construction $130,000 Shelter $10,000 Basketball Hoop $3,000 Contingency $14,000 Total: $250,000 The neighborhood meeting will be February 24, 2015 prior to the Park Board Meeting. The neighbors have been invited and will give input for the Park. Commissioner Varian asked what happens to the contingency if it is not used. Mr. Monahan stated it stays in the CIP Budget. She asked that the meeting with the residents be put on the agenda in February. Chair Bird asked the size of the park and Mr. Monahan stated 1.6 acres. Chair Bird stated it would be nice to see the trees stay. Mr. Monahan stated once the consultant has been hired, a park design will come before the Park Board in March or April. Discussed 5.-4 PB 15-04 LEXINGTON ATHLETIC COMPLEX CONSTRUCTION UPDATE Program Supervisor Monahan presented an update of the Lexington Athletic Complex Building. Currently the building is being worked on and Mr. Monahan showed pictures of the building. The hope is for the building to be completed by June. The baseball fields will not be played on in 2015 and the multi-purpose field will be played on in the fall. The playground and neighborhood park to the NE will be ready to go in July. Discussed 5.-5 PB 15-05 THE COMMONS PARK FEATURE Program Supervisor Monahan reviewed this month’s Feature Park is The Commons Park. This is the 59th Park presentation to the Park Board. This park was developed in 2003-2004. This was one of five parks developed in the Club West area. Mr. Monahan showed pictures of this mini park. Chair Bird asked if this park was irrigated and Mr. Monahan stated it is irrigated. Discussed 5.-6 PB 15-06 OTHER City of Blaine Page 3 Park Advisory Board Minutes - Final January 27, 2015 Program Supervisor Monahan reviewed: Snow Day - The Anoka County Parks & Recreation Department, in collaboration with Lino Lakes and Blaine Park & Recreation Departments are offering the 15th annual Snow Day Event. Participants of all ages will have a chance to partake in a variety of winter activities, including: snowshoeing, ice fishing, kick-sledding, cross-country skiing, winter crafts, temporary tattoos, and Live Animal Presentation. Refreshments provided. For more information, call Wargo Nature Center at 651-429-8007. Event will happen regardless of the weather. Event will be held at Wargo Nature Center 7701 Main Street, Lino Lakes. No registration is required. Sweetheart Party - Spend a special night with your child at our Valentine Sweetheart Party. Dance to deejay music, make a valentine craft, get a sweet temporary tattoo, play in the gym, enjoy some refreshments, and have your pictures taken in front of our sweetheart backdrop. Attendees are invited to bring their own camera. Registration is required. There is a maximum of 100 participants. Event will be held at Centennial Elementary School. Deadline for registration is January 30 or when spaces fill. The event is scheduled for Friday, February 6, 2015 6:30 - 8:30 p.m. Cost is $8 resident; $9 non-resident for ages 8 and under with a parent/adult. Skating Party - A Family Skating Party will be held Sunday, February 8 12noon - 3:00 p.m. Happy Acres Park 11900 7th Street NE. Join us at Happy Acres Park as we skate to music, build snowmen, enjoy hot cocoa and s’mores and celebrate living in Blaine. This event is free but skate rental is not available. No need to register. Come and meet Blackjack and Princess Snowfia. The CIP was approved as the Park Board Recommended by City Council - A copy of the final CIP was provided for Park Board review. Grants will be requested for the Aquatore Playground. The playground will be installed after Labor Day. Chair Bird asked about the skating rinks. Mr. Monahan stated Happy Acres continues to be very busy and the other three rinks are seeing some activity. Quincy rink has very low activity. This will be reviewed since a warming house attendant is there. Commissioner Leathers stated he has resigned from the Park Board and appreciated his time on the Board. The February meeting will be his last. Chair Bird stated he will be greatly missed.
