As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. City of Blaine Page 1 EDA Minutes - Final December 17, 2015 5 Other Business 5-1 EDA RES 15-15 AUTHORIZING THE BLAINE ECONOMIC DEVELOPMENT AUTHORITY, HAVING ALL THE POWERS OF A HOUSING REDEVELOPMENT AUTHORITY, TO LEVY TAXES UPON THE TAXABLE PROPERTY IN THE CITY OF BLAINE FOR COLLECTION FOR THE YEAR 2016 Finance Director Huss stated the Blaine Economic Development Authority (EDA) functions as a special taxing district and is authorize to levy taxes under State law. He stated the EDA has confirmed a 2016 property tax levy that is equal to the 2015 EDA property tax levy. President Ryan commented he is concerned the EDA has more expenditures than funding. Commissioner Swanson commented he would like to find another way to fund the golf tournament. City Manager Arneson stated it is difficult for staff to ask for sponsorship because it may come with expectations. Commissioner Bourke asked about the Bill Board fees and that some of the funds would go to parks. Moved by Commissioner Swanson, seconded by Commissioner Bourke, that “Resolution 15-15, Authorizing the Blaine Economic Development Authority, Having all the Powers of a Housing Redevelopment Authority, to Levy Taxes Upon the Taxable Property in the City of Blaine for Collection for the Year 2016,” be approved. Motion adopted unanimously. Aye: 6 - Comissioner Bourke, Comissioner Clark, Comissioner Herbst, President Ryan, Comissioner Swanson, and Comissioner King 5-2 EDA RES 15-16 ADOPTING THE 2016 EDA BUDGET Finance Director Huss stated the EDA 2016 budget was discussed at the City’s annual Truth-In-Taxation public hearing and Council gave conceptual approval. He noted the budget’s expenditures exceeds the revenues and will require an EDA reserve draw. Moved by Commissioner Swanson, seconded by Commissioner Herbst, that Resolution 15-16, “Adopting the 2016 EDA Budget,” be approved. Motion adopted unanimously.
