EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:15 p.m. by President Ryan followed by
the Roll Call.

Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; Economic Development Coordinator Erik Thorvig; Communications
Technician Roark Haver; Senior Engineering Technician Al Thorp; and City
Clerk Catherine Sorensen and Recording Secretary Linda Dahlquist.

3-1 MIN 16-01 APPROVAL OF DECEMBER 17, 2015 EDA MINUTES
Moved by Commissioner Swanson, seconded by Commissioner Bourke that
the Meeting Minutes of December 17, 2015, be approved.
Motion adopted 5-0-1. (Commissioner Hovland abstained from the EDA
Meeting Minutes of December 17, 2015 due to his absence.)

4-1 EDA RES 16-01 PUBLIC HEARING AND CONSIDERATION OF TRANSFER OF EDA
PROPERTY AT 125TH AVENUE AND CENTRAL AVENUE TO THE
CITY OF BLAINE
Economic Development Coordinator Thorvig stated the EDA owns two
outlots at the northwest quadrant of 125th Avenue and Highway 65 for future
right-of-way needs. He noted MnDOT acquired portions of the outlots in
2007 for the interchange and the remaining portion of the outlots are used for
stormwater ponding. He stated the EDA has owned the outlots for over nine
years and due to Minnesota Statute are now subject to property tax. He stated
by transferring the property to the City, the property will not be subject to
property tax because it will not be considered to be held for resale.
President Ryan opened the public hearing at 7:18 p.m.
President Ryan noted this property is in front of the Perkins restaurant and
residents may think it is owned by Perkins. He noted Perkins had installed an
aerator in the storm water pond.
President Ryan closed the public hearing at 7:19 p.m.
Commissioner Clark asked about the aerator in the pond and if it is allowed.
City Manager Arneson replied a workshop will be scheduled soon to discuss
aerators.
Moved by President Ryan, seconded by Commissioner Clark, that “Resolution
16-01, “Public Hearing and Consideration of Transfer of EDA Property at 125th
Avenue and Central Avenue to the City of Blaine,” be approved.
Motion adopted unanimously.

4-2 EDA RES 16-02 PUBLIC HEARING AND CONSIDERATION OF THE SALE OF EDA
PROPERTY AT 2191 106TH LANE TO POLY PROPERTIES, LLC
Economic Development Coordinator Thorvig stated the City has been
approached by ASAP Packaging, the adjacent business and property owner at
2171 106th Lane, about purchasing the property at 2191 106th Lane to expand
their business. He stated staff arrived at a proposed price of $100,000. He
noted the building’s roof needs to be replaced and a number of improvements
are needed inside the building. He gave an overview of three options for the
Council to consider which are sell to ASAP; sell as-is to someone who will
demo and rebuild; or demolish and sell.
President Ryan opened the public hearing at 7:27 p.m.
President Ryan asked how long the property has been empty. Economic

Development Coordinator Thorvig replied the property has been vacant since
2008.
President Ryan closed the public hearing at 7:28 p.m.
Moved by Commissioner Hovland, seconded by Commissioner Clark, that
Resolution 16-02, “Public Hearing and Consideration of the Sale of EDA
Property at 2191 106th Lane to Poly Properties, LLC,” be approved.
Motion adopted unanimously.

Commissioner Bourke asked if the City had an appraisal done on the property.
Economic Development Coordinator Thorvig replied yes, but the building
was in better shape at that time.
Commissioner Bourke asked with building improvements would the tax base
increase. Economic Development Coordinator Thorvig replied the taxes
would increase more than the current base.
5 Other Business
Economic Development Coordinator Thorvig stated the CSM property on
Pheasant Ridge Drive has received in inquiry from an interested buyer,
Streamworks, to construct an 88,000 square foot building for office and
production space for 100 employees. He stated the firm is looking for
$400,000 pooled TIF funds to use towards the project and noted Streamworks
is also considering a location in New Brighton. He stated CSM would act as
the developer and sell the land to Streamworks who would own the property
and do a design/ build project.
Commissioner Swanson asked if the EDA has $400,000 in pool TIF funds.
Economic Development Coordinator Thorvig replied the fund has over
$10,500,000.
Council consensus was to direct staff to bring forward an item for formal
consideration to approve $400,000 of pooled TIF funds to be used for the
Streamworks project.
Discussed.

Moved by Commissioner Swanson, seconded by Commissioner Bourke, to
adjourn the meeting at 7:34 p.m.
