EDA
The purpose of the Blaine Economic Development Authority
is to increase the City’s commercial/industrial tax base,
provide employment opportunities, undertake redevelopment
to enhance and maintain neighborhood economic stability,
and address special needs, such as senior housing. As
authorized under Minnesota State statutes, the Blaine City
Council also serves as the Blaine Economic Development
Authority.

The meeting was called to order at 7:20 p.m. by Vice President Swanson
followed by the Roll Call.
2 Roll Call
Quorum present.
ALSO PRESENT: City Manager Clark Arneson; Planning and Community
Development Director Bryan Schafer; Public Services Manager Bob Therres;
Finance Director Joe Huss; Police Chief/Safety Services Manager Chris
Olson; City Engineer Jean Keely; Communications Technician Roark Haver;
Senior Engineering Technician Al Thorp; City Clerk Catherine Sorensen; and
Recording Secretary Linda Dahlquist.
Present: 5 - Comissioner Bourke, Comissioner Herbst, Comissioner Hovland,

Meeting Minutes of September 15, 2016, be approved.

4-1 EDA RES 16-13 CONSIDERATION OF THE SALE OF EDA WETLAND CREDITS
FOR QUAIL CREEK 10TH ADDITION

Planning and Community Development Director Schafer stated the Quail
Creek 10th Addition will provide a roadway connection to Harpers Street that
will required a half acre of wetland fill mitigation. He stated the Coon Creek
Watershed and Army Corp of Engineers suggested off-site mitigation of .9412
acre. He stated the developer is seeking to purchase wetland credits from the
EDA.
Commissioner Bourke asked if the price of the wetland credits is listed at the
going rate. Planning and Community Development Director Schafer replied
yes.
Moved by Commissioner Hovland, seconded by Commissioner Herbst, that
Resolution 16-13, “Consideration of the Sale of EDA Wetland Credits for Quail
Creek 10th Addition,” be approved.
Motion adopted unanimously.

4-2 EDA RES 16-14 CONSIDERATION OF THE SALE OF EDA WETLAND CREDITS
FOR TWIN CITY ORTHOPEDICS
Planning and Community Development Director Schafer stated the property is
a four-acre undeveloped commercial lot located at 112th and Ulysses that is
proposed to be purchased by Twin City Orthopedics and plans to build a
45,000-square foot, three story (48 foot) building for medical services. He
stated the site’s development will impact approximately one-half acre of
wetland and the Coon Creek Watershed District (CCWD) suggested the
impacts be mitigated off-site through the purchase of approved wetland
credits. He stated the EDA has a wetland bank north of 109th that has
approved credits and approximately one acre of wetland credits would need to
be purchased from the EDA.
Commissioner Bourke asked about sewer and water lines for the tire
company’s property. Planning and Community Development Director
Schafer replied sewer and water will be brought down from 113th and
Ulysses.
Commissioner King asked if the EDA wetland credit bank can be added to in
the future. Planning and Community Development Director Schafer replied
the EDA bank had 55 acres were created originally and there will be 48
credits left. He noted the City’s wetland credit bank is just getting started
with 12 acres.
Moved by Commissioner Herbst, seconded by Commissioner Hovland, that
Resolution 16-14, “Consideration of the Sale of EDA Wetland Credits for Twin
City Orthopedics,” be approved.
Motion adopted unanimously.
