The Park Board is an advisory body to the city council. One
of the board's functions is to hold public meetings and make
recommendations to the city council. For each item, the
board will receive reports prepared by city staff, provide the
opportunity for public response, conduct board discussions
and make recommendations. The city council, however,
makes all final decisions on these matters.

The Blaine Park Advisory Board met in the Council Chambers of City Hall on
Tuesday, October 25, 2016.

Motion by Commissioner Varian, to approve the minutes of September 27, 2016
as presented. Motion seconded by Commissioner Walsdorf. Motion approved
unanimously.

5. New Business
5.-1 MO 16-095 RECOMMENDATION OF 2017-2021 FIVE YEAR CAPITAL
IMPROVEMENT PLAN FOR PARK DEVELOPMENT FUNDS
Recreation Manager Monahan reviewed the City maintains a five-year
Capital Improvement Plan for Park Development Funds. The Capital
Improvement Plan is a flexible plan based upon long-range physical
planning and financial projections. Flexibility is achieved through an
annual review and revisions as necessary. All improvements listed in
the plan are proposed and must come back to the Park Board for
review and recommendations to the City Council. The City Council
then makes all final decisions on capital improvements.
Revenue for the Capital Improvement Plan comes from park
dedication fees required of all new residential (proposed $4,114),
commercial (proposed $9,139), and industrial (proposed $6,702)
development. The residential fee is currently split 80% of the fee
going to parks and 20% of the fee going to open space. All
commercial and industrial fees go to parks.
Mr. Monahan noted the Park Board has recommended for 2017 fees to
increase 10% for residential/industrial and 5% for commercial. This
recommendation will go before the City Council for approval at their
next meeting. In 2018 the residential split is scheduled to return to
65% to parks and 35% to open space. This will be reviewed by the
City Council in 2017.
Revenue from park dedication fees can only be used for development
of new parks and trails, for new improvements to community parks
used by all residents and for improvements to neighborhood parks that
serve new growth. It cannot be used for park maintenance.
Mr. Monahan provided the following updates:
Revenue Update for 2016:
Park Dedication Fees: $1,222,750 ($72,750 higher than projected)
Interest Earnings: $5,000 ($4,700 higher than projected)
Fogerty Repayment: $30,000 ($30,000 less than projected)
Expenditures Update for 2016:
Internal borrowing repayment from LAC (Principal): $450,000
Internal borrowing repayment from LAC (Interest): $59,000

WAC repayment from LAC Land: $59,000 ($68,000 less than
projected)
Lakeside Common Parking Lot Land repayment: $100,000
Revenue Plan Elements for 2017:
Park Dedication Fees: $900,000

Fogerty repayment for the moving of Aquatore Field #1: $18,000
Expenditure Plan Elements for 2017:
Internal borrowing repayment from LAC (Principal): $450,000
Internal borrowing repayment from LAC (Interest): $50,000
WAC repayment from LAC Land: $151,600
Lakeside Common Parking Lot Land repayment: $100,000
Mr. Monahan added there were a few more charges including at
Harper’s Park $13,581 for retaining wall on the east side of the trail
and LAC equipment for the concession stand.
Mr. Monahan noted the New Expansion of the Lexington Athletic
Complex Playground: $150,000. Staff is recommending the Lexington
Athletic Complex playground be expanded to accommodate the nearly
500 additional households that will be moving just north of the park.
Also, the Parks and Recreation Department holds many programs
including Play-net which has up to 75 kids using the playground. Staff
heard many complaints from current Woodland (280 households)
residents about the size of the playground. There is no additional park
planned north of Lexington Athletic Complex.
Staff recommends the Park Board recommend to the City Council to
adopt the 2017 - 2021 Capital Improvement Plan for Park
Development Funds.
Chair Bird asked about the parcel north of the LAC and whether there
was not a plan to add a park and Mr. Monahan stated LAC would
serve as a neighborhood park and service that area. Chair Bird stated
he thought there was a plan to put a park in north of Main and east of
Lexington. Mr. Monahan provided an update stating District 11 has
purchased the corner 40 acres east of Lexington, north of Main and
there will be an elementary school constructed. The City would help
with the playground at the school. There would be a joint powers
agreement for this playground.
Commissioner Walsdorf asked if there are specifics on what the
$150,000 playground expansion will include. Mr. Monahan stated it
would be similar to what was done at Aquatore. This would be a

destination playground, similar to Aquatore Park. The playground
would be a community park size.
Commissioner Varian asked about the Fogerty repayment. Mr.
Monahan stated they can pay a minimum of $18,000 and they
accelerated the payments wanting to pay off $60,000. Interest will
kick-in in 2019. Commissioner Varian asked if the change in park
dedication fees in 2018 is reflected in the $740,000 and Mr. Monahan
stated that is correct.
Commissioner Walsdorf asked about internal borrowing in 2015 of
$950,000 and nothing until after 2025 and asked if that was correct.
Mr. Monahan stated the last large scale park was LAC and there
should be adequate funds to cover the future 2 ½ parks. Chair Bird
stated there had been no internal borrowing for the past 15 years.
Commissioner Markle thanked Mr. Monahan for the projection on the
five-year plan that goes out ten years. He asked if this is realistic that
after five years there will not be substantial expenses. Mr. Monahan
stated there is no wish list. After the City is built-out funding will be
requested from City Council for the CIF. That will be the funding
source going forward. On a future wish list, would be updating
Aquatore Park. Commissioner Markle referred to last year’s CIP and
noted the Peterson Athletic Complex hockey rink, warming house
trailer and rink lights were pushed out. Mr. Monahan stated that can be
put back in however it was pulled because it was not felt those were
needed. Outdoor skating is becoming less popular with increased
indoor space being available. There are nice outdoor facilities at
Happy Acres. Commissioner Markle asked if there were temporary
rinks at JP and Mr. Monahan stated there are no temporary rinks there.
Mr. Monahan noted there are residents that snow blow off the ponds
and use those for skating. There have been no calls requesting rinks in
neighborhoods. Commissioner Markle noted the plan gives the CIP a
positive bottom line going forward. The direction meets with what the
Board looked at last year.
Motion by Commissioner Markle, to recommend the City Council adopt the
2017 – 2021 Capital Improvement Plan for Park Development Funds. Motion
seconded by Commissioner Lester. Motion approved unanimously.

Mr. Monahan stated recently a grant was discovered through
GameTyme and the City is pursuing that grant. He reviewed a power
point for the 2017 Blaine Playground Replacement Projects. The parks
scheduled for replacement with a budget of $170,000 are
Meadowbrook Park, North Oaks West Park, Radisson Woods Park
and Centennial Green Park. The City received a $60,000 grant.

Jerome Krieger spent time on this request. The City needs to match
the $60,000. The equipment was purchased and will be stored until it
is installed next year.
Mr. Monahan showed pictures of the structures selected. The City will
need to come up with $68,000. The total for all four parks will total
$142,000. There will be $28,000 put back into the CIF. Happy Acres
Roof Replacement may be moved to 2017 as it is in need of
replacement.
Chair Bird stated the Board appreciates City Staff for taking the time
and chasing down these type of grants.
5.-2 MO 16-096 STAFF SPOTLIGHT: JIM HAFNER, STORMWATER MANAGER
Recreation Manager Monahan presented a narrative of Jim Hafner,
Stormwater Manager who will be retiring in February 2017. Some of
Mr. Hafner’s accomplishments over the year were summarized. Mr.
Monahan thanked Jim Hafner for all of his hard work over the years
and his expertise will truly be missed. Chair Bird asked if there was a
replacement and Mr. Monahan stated the position will be posted.
Chair Bird wished Mr. Hafner a happy and healthy retirement on
behalf of the Park Board.

5.-3 MO 16-097 EVENT UPDATES
Mr. Monahan summarized Upcoming Events as follows:
Flashlight Pumpkin Hunt - Friday, October 28 from 7-8:30 p.m. at
Aquatore Park Cost - $10/child.
Princess Party - Saturday, November 12 from 6-8 p.m. at Blaine City
Hall
Indoor Farmers Market: Saturdays 9-1 p.m. @ Blaine City Hall
Atrium. The actual dates are available on the City Website.
Commissioner Varian stated she ran into the woman that lives in the
townhouses next to the lake who complained about the kids in the
park late at night. There are still some problems on the weekends.
Chair Bird asked if the request had been made to the developer to
extend the fence.
