As authorized under Minnesota State statutes, the Blaine City Council also serves as the Blaine Economic Development Authority. Aye 6 - Commissioner Clark Commissioner Hovland Commissioner King President Ryan Commissioner Swanson Commissioner Jeppson City of Blaine Page 1 EDA Minutes March 15, 2018 4 New Business 4-1 CERTIFY STRUCTURE AT 10500 RADISSON ROAD AS A SUBSTANDARD BUILDING FOR TIF PURPOSES Attachments: Letter of Finding Economic Development Coordinator Thorvig stated staff is reviewing options for a future redevelopment TIF district in the 105th Avenue/Nassau Street area to fund activities related to redevelopment. Minnesota Statutes require a certain portion of buildings within a new redevelopment district to be declared substandard through an inspection process done by a 3rd party that meets specific criteria outlined by statute. He reported Kwik Trip is planning to demolish the property at 10500 Radisson Road in the very near future. In order for this building to be counted as a substandard building for a future district, the EDA must certify the building by resolution as substandard prior to demolition. A report by the architect completing the inspection that declares the building substandard was reviewed with the EDA. It was noted in the coming months staff would be evaluating if it made sense for the City to create a new TIF district. Moved by President Ryan, seconded by Commissioner Jeppson, that Resolution No. 18-03, “Certify Structure at 10500 Radisson Road as a Substandard Building for TIF Purposes,” be approved. Motion adopted unanimously.
