One of the board's functions is to hold public meetings and make recommendations to the city council. For each item, the board will receive reports prepared by city staff, provide the opportunity for public response, conduct board discussions and make recommendations. The city council, however, makes all final decisions on these matters. Tuesday, February 27, 2018 7:00 PM Council Chambers 1. Call To Order The Blaine Park Advisory Board met in the Council Chambers of City Hall on Tuesday, February 27, 2018. 1. Chair Bird called the meeting to order at 7:00 p.m. 2. Roll Call Staff Present: Nate Monahan, Recreation Manager Jerome Krieger, Recreation Manager Present: 7 - Chair Bird, Commissioner Lester, Commissioner Das, Commissioner Varian, Walsdorf, Commissioner Markle, and Commissioner Bingle 3. Approval of Minutes 3.-1 APPROVAL OF THE JANUARY 23, 2018 PARK BOARD MINUTES Attachments: 01-23-18Pk Commissioner Markle noted he did not call the meeting to order Chair Bird was present. Motion by Commissioner Markle, to approve the minutes of January 23, 2018 meeting as presented. Motion seconded by Commissioner Lester. Motion approved unanimously. Open Forum for Citizen Input Chair Bird opened the Open Forum at 7:03 p.m. No one appeared to address the Commission. Chair Bird closed Open Forum at 7:04 p.m. None. 5. New Business 5.-1 RECOMMENDATION OF A PROPOSAL FOR SANCTUARY PRESERVE PARK PLAYGROUND AND SHELTER NOT TO EXCEED $120,000 Attachments: Sanctuary Preserve Site Map MN Wisconsin diagram and layout MN Wisconsin Price list Landscape Structures Modern Design Landscape Structures Layout St. Croix color diagram St. Croix plan layout St. Croix price list RFP Sanctuary Preserve Shelter Recreation Manager Krieger presented three proposals for the new playground and shelter at Sanctuary Preserve Park. Proposals were submitted by Minnesota/Wisconsin Playground with Gametime equipment, Flagship Recreation with Landscape Structures equipment and St. Croix Recreation with Burke Equipment. The RFP which was given to all three vendors was provided for Board review. The RFP for the consultant went out February 16, 2018 and was due back by March 16, 2018. Multiple attachments were also provided for Board review. Mr. Krieger noted this is the 66th park in the City of Blaine. Mr. Krieger showed the design submitted from Minnesota/Wisconsin Playground and noted it is similar to the structure at Aquatore Park along with the layout proposed. The shelter is located within the equipment. Their price was $93,374 plus $26,626 for the installation totaling $120,000. City of Blaine Page 2 Park Advisory Board Minutes February 27, 2018 Flagship Recreation’s quote was for $119,618.99. The design submitted was provided for Board review. The layout was slightly different. The third option submitted by St. Croix Recreation was for $120,000. Mr. Krieger noted St. Croix Recreation provided the playground structure for the Lexington Athletic Complex. Some of the features is similar to the playground at LAC. The layout provided was an “L” shape. The equipment was discounted $28,877. After receiving all three proposals Mr. Krieger met with Mr. Chad Onsgard, Director of Development, Pulte Developments. Mr. Onsgard preferred the St. Croix equipment at LAC. The need for a neighborhood meeting was discussed and Mr. Onsgard stated that was not needed. The park will be located on Outlot B within the Pulte Development. Staff is requesting a recommendation on which proposal to accept. Commissioner Walsdorf referred to the MN/WI Playground design and asked if ADA was considered for the design of the playground. Mr. Krieger stated all of the parks constructed are ADA accessible. This would not be an all-inclusive park. The baseball complex park will be an all-inclusive park. Many of the parks within the City have MN/WI Playground equipment. Commissioner Walsdorf stated he is partial to the MN/WI option or the St. Croix option. Commissioner Lester asked where the shelter would be located in the Flagship and St. Croix proposals. Mr. Krieger stated the shelter was included in all bids. The shelters would not be encompassed within the play area as MN/WI proposal. The layout can be modified after the consultant is selected. Commissioner Lester stated the MN/WI and St. Croix options would be preferred. Commissioner Varian noted on the St. Croix option there are 29 play events. Mr. Krieger stated St. Croix always includes the number of play events and the others did not. Commissioner Varian asked about the shading. Mr. Krieger stated generally the shading is taken down during the winter. The MN/WI shading would need to be taken down definitely. Commissioner Varian stated the St. Croix option seems more cohesive and she prefers the placement of the benches. Mr. Krieger noted St. Croix eliminates the use of some of the concrete. Chair Bird asked what other amenities are planned for this park in addition to the playground and the shelter. Mr. Krieger stated there will be a slab for City of Blaine Page 3 Park Advisory Board Minutes February 27, 2018 the shelter, picnic tables, benches, etc. The entire project’s budget is $250,000. Public works can use some of the City’s buying power for trees. Some drain tiling will be needed due to the clay in the soil. The entire park will be irrigated and it is already stubbed in. Power will be run to the shelter and a light will be added. Commissioner Varian asked where the entrance to the park will be located and Mr. Krieger stated there will be sidewalk on three sides of the park and depending on how the park is laid out the pathway will be designated. There will be on-street parking. There will not be a basketball court in this park. There are two others in nearby parks. Commissioner Markle asked for the intention of the shade stipulation in the RFP. Mr. Krieger stated some type of shading was included. The shading is more prominent in the MN/WI design. The others are quite subtle in their shading. Commissioner stated he is happy with the St. Croix rendition. Mr. Krieger reviewed the timeline for the project. Commissioner Das asked what age this park would be targeted for and Mr. Krieger stated 2 - 13 years. Commissioner Das stated he does not see anything for the very young children. He stated as the children mature the amenities seem like they will be restricted. He asked how many benches and picnic tables will be submitted. Mr. Krieger stated more can be purchased if necessary. Mr. Krieger stated most of the playground features are for 5-13 years old and it’s common to see the younger children using the older features. Chair Bird stated as children get older they become more involved with organized sports and spend time in other parks. Commissioner Bingle stated she does not see St. Croix met the desires of the RFP. She likes the MN/WI design because the shade is addressed. She prefers the layout of the MN/WI design as it appears more spread out. The St. Croix design is rather congested. She supports the St. Croix design but prefers the MN/WI design. Mr. Krieger spoke with St. Croix about adding a third slide. Commissioner Das asked about the equipment warranty. Mr. Krieger stated the warranty he believes is 3-5 years but he will double check and report back to the Board. Commissioner Lester asked on St. Croix if the swing is ADA or a reverse City of Blaine Page 4 Park Advisory Board Minutes February 27, 2018 swing. Mr. Krieger stated both an expression swing and an ADA swing are included. Motion by Commissioner Varian, to recommend City Council accept the proposal for the Sanctuary Preserve Park playground from St. Croix. Motion seconded by Commissioner Das. Motion approved unanimously. Aye: 7 - Chair Bird, Commissioner Lester, Commissioner Das, Commissioner Varian, Walsdorf, Commissioner Markle, and Commissioner Bingle 5.-2 UPDATES & UPCOMING EVENTS Recreation Manager Monahan provided updates on the following: 2018 Park Board Member Appointments - On Thursday night, the Mayor will appoint members to the Park Board at the City Council Meeting. Breakfast with the Bunny - Saturday March 17, 2018 at 9:00 a.m.; 10:00 a.m.; 11:00 a.m.; and 12:00 noon at Blaine City Hall. The 10am session is full. Indoor Farmers Markets: Saturdays March 10 and 24 (Craft Fair) from 9:00 a.m. - 1:00 p.m. at Blaine City Hall. A brochure was provided to the Board. Blaine Fix-It Clinic - Saturday March 3 10:00 a.m. - 1:00 p.m. A listing of all sponsorship opportunities within the City was handed out. The summer brochure will be in the mail by March 15, 2018. Registrations begin on March 19, 2018. Commissioner Walsdorf passed on a letter from a resident about the Senior Center being replaced. Chair Bird will forward the letter to the Mayor and City Council. Chair Bird stated the Council has been discussing a Senior Center. Adjournment Commissioner Das motioned to adjourn. Commissioner Walsdorf seconded the motion. Motion approved unanimously.
