In the Council Chambers of the Showers City Hall, Bloomington, COMMON COUNCIL Indiana on Wednesday, September 25, 2024 at 6:30pm, Council SPECIAL SESSION President Isabel Piedmont-Smith presided over a Special Session of 25 September 2024 the Common Council. Councilmembers present: Courtney Daily, Isak Nti Asare (arrived at ROLL CALL [6:31pm] 6:32pm), Matt Flaherty, Isabel Piedmont-Smith, Dave Rollo, Kate Rosenbarger, Andrew (Andy) Ruff, Hopi Stosberg (arrived at 6:32pm), Sydney Zulich Councilmembers present via Zoom: Dave Rollo Councilmembers absent: none Council President Isabel Piedmont-Smith gave a land and labor AGENDA SUMMATION [6:31pm] acknowledgment and summarized the agenda. Piedmont-Smith also noted there was an Executive Session to be held on Friday, September 27, 2024 at noon. LEGISLATION FOR FIRST READING [6:32pm] Stosberg moved and Zulich seconded that Appropriation Ordinance Appropriation Ordinance 2024-05 2024-05 be introduced and read by title and synopsis only. The - An Ordinance for Appropriations motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Clerk and Tax Rates (Establishing 2025 Nicole Bolden read the legislation by title and synopsis. Civil City Budget for the City of Bloomington) Piedmont-Smith referred Appropriation Ordinance 2024-05 to the Committee of the Whole immediately following the Special Session on September 25, 2024. Stosberg moved and Ruff seconded that Appropriation Ordinance Appropriation Ordinance 2024-06 2024-06 be introduced and read by title and synopsis only. The -An Ordinance Adopting a Budget motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Clerk for the Operation, Maintenance, Bolden read the legislation by title and synopsis. Debt Service and Capital Improvements for the Water and Piedmont-Smith referred Appropriation Ordinance 2024-06 to Wastewater Utility Departments the Committee of the Whole immediately following the Special of the City of Bloomington, Indiana Session on September 25, 2024. for the Year 2025 Stosberg moved and Zulich seconded that Appropriation Ordinance Appropriation Ordinance 2024-07 2024-07 be introduced and read by title and synopsis only. The - Appropriations and Tax Rates for motion received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. Clerk Bloomington Transportation Bolden read the legislation by title and synopsis. Corporation for 2025 Piedmont-Smith referred Appropriation Ordinance 2024-07 to the Committee of the Whole immediately following the Special Session on September 25, 2024. Piedmont-Smith noted that in the upcoming Committee of the OTHER BUDGET-RELATED ITEMS Whole meeting the council expected to receive an update from the Controller about General Obligation Bonds and to discuss elected officials’ salaries for 2025. p. 2 Meeting Date: 09-25-24 Piedmont-Smith adjourned the meeting. ACTION: The Do Pass recommendation for Appropriation Ordinance 2024-06 received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. 2. Appropriation Ordinance 2024-07 - Appropriations and Tax Rates for Bloomington Transportation Corporation for 2025 Asked to attend: John Connell, General Manager, Bloomington Transit Note: The public comment portion of the deliberation on this item will constitute the statutorily-required public hearing on the Transit Budget for 2025. MOTION: Stosberg moved and Zulich seconded a Do Pass recommendation for Appropriation Ordinance 2024-07. ACTION: The Do Pass recommendation for Appropriation Ordinance 2024-07 received a roll call vote of Ayes: 9, Nays: 0, Abstain: 0. 3.
