MEMORANDUM Bloomington Common Council-Budget Hearings for 2023 City Budget Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Tuesday, August 30, 2022 NOTE: Formal minutes are not produced for budget hearings; the following summarizes actions taken at the following meeting of the budget hearings. Meeting called to order: 6:02 pm Chair: Ron Smith Councilmembers present: Isabel Piedmont-Smith, Dave Rollo, Kate Rosenbarger, Susan Sandberg, Sue Sgambelluri, Jim Sims, Ron Smith Councilmembers absent: Matt Flaherty Councilmembers present via Zoom: Stephen Volan City staff and officials present: John Connell, Michael Diekhoff, Andrew Krebbs, Stephen Lucas, Deputy Mayor Don Griffin, Deputy Clerk Jennifer Crossley City staff and officials present via Zoom: Devta Kidd, Jason Moore, Paul Post, Jeff Underwood, Cheryl Gilliland, Beverly Calendar-Anderson, Holly McLauchlin, John Zody, James Hall, Michelle Waldon, Phil Peden, Angela Van Rooy, LaTreana Teague, Karin Davis, Clerk Nicole Bolden Topics Discussed: The Common Council met nightly from August 29-September 1, 2022 to discuss the 2023 Budget for the City of Bloomington as proposed by Mayor John Hamilton. Each department presented its budget for 2023 and received a preliminary vote from the Common Council. Throughout the remainder of August and September, the administration will work with the Common Council and various departments to prepare a final version of the 2023 budget for the City of Bloomington. In October, the Common Council hears the budget and makes a final vote. At that time, councilmembers may vote to reduce the budget but may not increase the budget. ACTION: Do Pass Recommendation for Bloomington Transit 2023 Budget: Ayes: 6, Nays: 0, Abstain: 2 (Volan, Rollo). ACTION: Do Pass Recommendation for Utilities Budget: Ayes: 3, Nays: 0, Abstain: 5 (Rosenbarger, Volan, Rollo, Smith, Piedmont-Smith). ACTION: Do Pass Recommendation for Fire Department 2023 Budget: Ayes: 6 (Flaherty, Sgambelluri, Sims, Volan), Nays: 0, Abstain: 2 (Rosenbarger, Rollo). ACTION: Do Pass Recommendation for Police Budget 2023 Budget: Ayes: 7, Nays: 0, Abstain: 2 (Rosenbarger, Rollo). ACTION: Smith adjourned the meeting until August 31, 2022 at 6:00pm.
