MEMORANDUM Bloomington Common Council-Budget Hearings for 2023 City Budget Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Wednesday, August 31, 2022 NOTE: Formal minutes are not produced for budget hearings; the following summarizes actions taken at the following meeting of the budget hearings. Meeting called to order: 6:01 pm Chair: Matt Flaherty Councilmembers present: Matt Flaherty, Isabel Piedmont-Smith (left at 10:03pm), Dave Rollo, Kate Rosenbarger (left at 10:10pm), Susan Sandberg, Sue Sgambelluri, Jim Sims, Ron Smith Councilmembers absent: none Councilmembers present via Zoom: Stephen Volan City staff and officials present: Kate Gazunis, Andrew Krebbs, Ash Kulak, John Zody, Alex Crowley, Beverly Calender-Anderson, Paula McDevitt, Deputy Mayor Don Griffin, Deputy Clerk Susan Stoll City staff and officials present via Zoom: Jeff Underwood, City Clerk Nicole Bolden Topics Discussed: The Common Council met nightly from August 29-September 1, 2022 to discuss the 2023 Budget for the City of Bloomington as proposed by Mayor John Hamilton. Each department presented its budget for 2023 and received a preliminary vote from the Common Council. Throughout the remainder of August and September, the administration will work with the Common Council and various departments to prepare a final version of the 2023 budget for the City of Bloomington. In October, the Common Council hears the budget and makes a final vote. At that time, councilmembers may vote to reduce the budget but may not increase the budget. ACTION: Do Pass Recommendation for Housing and Neighborhood Development 2023 Budget: Ayes: 3 (Sgambelluri, Smith, Piedmont-Smith), Nays: 1 (Flaherty), Abstain: 5. ACTION: Do Pass Recommendation for Economic and Sustainable Development 2023 Budget: Ayes: 2 (Sims, Flaherty), Nays: 1 (Volan), Abstain: 6. ACTION: Do Pass Recommendation for Community and Family Resources 2023 Budget: Ayes: 5, Nays: 1 (Flaherty), Abstain: 3 (Rollo, Rosenbarger, Volan). ACTION: Do Pass Recommendation for Parks and Recreation 2023 Budget: Ayes: 4, Nays: 1 (Flaherty), Abstain: 2 (Rollo, Volan). (Piedmont-Smith and Rosenbarger left early) ACTION: Flaherty adjourned the meeting until September 1, 2022 at 6:00pm.
