MEMORANDUM Bloomington Common Council-Budget Hearings for 2023 City Budget Bloomington City Hall, 401 N. Morton Street, Bloomington, Indiana Thursday, September 01, 2022 NOTE: Formal minutes are not produced for budget hearings; the following summarizes actions taken at the following meeting of the budget hearings. Meeting called to order: 6:00 pm Chair: Isabel Piedmont-Smith Councilmembers present: Matt Flaherty, Isabel Piedmont-Smith, Dave Rollo (left at 10:32pm), Kate Rosenbarger, Susan Sandberg, Sue Sgambelluri, Jim Sims (left at 10:35pm), Ron Smith Councilmembers absent: none Councilmembers present via Zoom: Stephen Volan City staff and officials present: Scott Robinson, Andrew Cibor, Adam Wason, Virgil Sauder, Andrew Krebbs, Jeff Underwood, Abbi Knipstine, Ash Kulak, Deputy Mayor Don Griffin, Chief Deputy Clerk Sofia McDowell City staff and officials present via Zoom: Jeff Underwood Topics Discussed: The Common Council met nightly from August 29-September 1, 2022 to discuss the 2023 Budget for the City of Bloomington as proposed by Mayor John Hamilton. Each department presented its budget for 2023 and received a preliminary vote from the Common Council. Throughout the remainder of August and September, the administration will work with the Common Council and various departments to prepare a final version of the 2023 budget for the City of Bloomington. In October, the Common Council hears the budget and makes a final vote. At that time, councilmembers may vote to reduce the budget but may not increase the budget. ACTION: Flaherty recused himself from the vote due to potential conflict of interest. ACTION: Do Pass Recommendation for Planning and Transportation 2023 Budget: Ayes: 6, Nays: 0, Abstain: 3 (Rosenbarger, Rollo, Sandberg). ACTION: Do Pass Recommendation for Engineering 2023 Budget: Ayes: 6, Nays: 1 (Flaherty), Abstain: 2 (Rollo, Rosenbarger). ACTION: Do Pass Recommendation for Public Works, Administration 2023 Budget: Ayes: 7, Nays: 0, Abstain: 2 (Rollo, Rosenbarger). ACTION: Do Pass Recommendation for Public Works, Animal Control Facilities 2023 Budget: Ayes: 8, Nays: 0, Abstain: 1 (Rollo). ACTION: Do Pass Recommendation for Public Works, Facilities 2023 Budget: Ayes: 5, Nays: 2 (Flaherty, Rosenbarger), Abstain: 2 (Piedmont-Smith, Rollo).
