Thursday, December 15, 2016
A regular meeting of the CDBG Advisory Commission of the City of Blue Springs was held at City Hall in the
east conference room located at 903 W Main Street on Thursday, December 15, 2016 with the following
members, guests and staff in attendance:

CALL TO ORDER Chairman Cindy Miller called the meeting to order at 6:04 p.m.
Chairman Miller requested action on the September 27, 2016, meeting
minutes. Councilman Susan Culpepper, made a motion to approve the
minutes, a second from Committee Member Mitchell Peil, and a unanimous
vote, the Minutes for September 27, 2016, were approved as submitted.
AGENDA ITEM 2 Chairman Miller opened the public hearing for the review and discussion of
CAPER – PUBLIC the CAPER. Matt Wright, Senior Planner, went over the CAPER with the
HEARING Review and Committee. The CAPER is due to HUD at the end of each year. It consist

30, 2016 Mr. Wright stated that the City has spent $46,000 of the $60,000 allocated
for Minor Home Repair. There were ten (10) applicants that used the
funding and two (2) applicants were approved but they never started or
completed their projects. There were ten (10) First Time Home Buyers,
which added up to $28,820. The City used $3,000 for the Downtown

Façade Grant. That was for the low-mod businesses that were allowed by
HUD, which were for Simply Frosted and Inking’s Book Store. The funds
were used for their awnings and signage. The Downtown Façade Grant for
Slum and Blight was added after the City ran into the issue with Core
Medical and Then and Now Jewelry, but neither one of those businesses
used the funding.
Mr. Wright went on to say that Downtown Alive was awarded $10,000, and
funds were used for property acquisition and demolition of property located
at 809 W Main. The City used a little over $34,000 on that. Lastly, was the
administration cost which totaled about $9,000,of which $7,000 was used to
complete the Assessment of Fair Housing that the City submitted to HUD
back in November.
Overall, there is about $86,000 left over. The City used about $130,000.
Committee Member Dena Duhon asked if that money rolls over, and is
there a period of time we can utilize the funds. Mr. Wright stated that he is
currently trying to get some clarification by HUD’s financial representative
as to what happens with those funds.
Committee Member Mitchell Peil asked if HUD gives the City an
opportunity to explain why the funds were not used. Mr. Wright stated that
they do, and he will add the explanation to the executive summary of the
CAPER. Mr. Wright will turn in the CAPER to HUD the week of
December 26th. A copy of the CAPER will be distributed to the Committee.
Councilman Susan Culpepper asked what can be done to better inform the
public that those funds are available. Mr. Wright stated that staff currently
posts the notice in The Examiner, both libraries and on the City’s website.
The Downtown Façade Grant is announced at the Downtown Alive
meetings and is in the handbook.
Staff will work on sending letters out to local real estate companies,
Channel 7 and add to the Spring addition of the Blue Springs Magazine.
The Committee thanked Matt for all the hard work that he puts into these
programs.
Chairman Miller asked for any other comments from the Committee or the
audience. Hearing none, Chairman Miller closed the public hearing.

MEETING ADJOURN With no further discussion, a motion was made by Councilman Susan
Culpepper to adjourn at 6:20 p.m. Seconded by Committee Member Dena
Duhon.
