CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING OCTOBER 5, 2015 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, October 5, 2015, 6:30 p.m. in the Multipurpose Room of the Municipal Annex, 1304 Main Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator Christine Cates, Attorney Robert McDonald, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order. TO ORDER APPROVE CITY Councilman Edmondson moved to approve the minutes of the COUNCIL MINUTES September 23, 2015, meeting of the City Council meeting. Motion seconded by Councilman Culpepper and carried with the following votes : Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper - Aye Mayor Ross- Aye ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 73-2015 NO. 73-2015 - approving contract addendum in the amount of $118,215.00 with UPGRADE TO UTILITY Harris Systems USA Inc. for upgrading the current utility billing BILLING SYSTEM software from RMS64A.2 to the Web-based lnnoprise Software. Motion seconded by Councilman Culpepper and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye PUBLIC HEARING - At 6:33 p.m. , Mayor Ross opened the public hearing to consider AMENDMENTS TO amendments to the Unified Development Code. The minutes of the UNIFIED DEVELOPMENT public hearing were recorded by a certified court reporter. City Clerk CODE (UDCT -09-15-4985) Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Community Development Director, Scott Al len stated the public hearing was to consider minor amendments to the Unified Development Code which was recently amended on August 3, 2015 by Ordinance No. 4558. The proposed amendment would add Chapter 41 0 relating to "Violations and Enforcement" and amend Sections 401 .050, 405.030, 407.030.D, and 411.030. Chapter 410 was removed when the Code was revised in August. Day care "Limited" and "General" provisions were amended to be more consistent with State statute, and frontage types were amended. Hearing no comments for or against, the Mayor closed the public hearing at 6:39p.m. INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4397 Amending the READING -BILL NO. 4397 Unified Development Code Chapters 401 , 405, 407, and 411 APPROVING relating to transitional provisions, day care providers and front AMENDMENTS TO THE building faces and to adopt a new Chapter 410 dealing with UNIFIED DEVELOPMENT enforcement actions. City Clerk Sheryl Morgan made the first CODE reading of Bill No. 4397 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4397 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2N° READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4397, by title. 4397 Councilman Quibell moved to adopt Bill No. 4397 upon its second reading and give it ORDINANCE NO. 4570, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Edmondson and carried with the following vote: Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper - Aye 2 October 5, 2015 CITY COUNCIL MINUTES Page 3 Councilman Carter- Aye Councilman Qui bell -Aye Mayor Ross- Aye PRESENTATION - Community Development Director, Scott Allen , stated the most DOWNTOWN recent historic resources survey (taken in 2013), recommended that CONSERVATION AREAS three areas of downtown be designated conservation areas to help protect and preserve the historic integrity of the area. Mr. Allen showed the presentation given to Council on May 18, 2015. DISCUSSION Councilman Lievsay stated this designation provides common sense reviews but is not as rigid as an overlay concept. For example, demolition permits would now be a building permit and the Downtown Review Board would oversee this. Historic Preservation Commission members are a part of the Downtown Review Board. Mayor Ross asked if there have been any comments received by the downtown residential property owners. Mr. Allen stated this is more of a promotional piece and does not have added restrictions. ADOPT RESOLUTION Councilman Edm ondson moved to adopt Resolution No. 76-2015 NO. 76-2015 - designating portions of downtown Blue Springs as Conservation DESIGNATING Areas to protect and preserve areas with identifiable attributes DOWNTOWN embodied by architecture, urban design, development patterns, CONSERVATION AREAS setting, geography and history. Motion seconded by Councilman Culpepper and carried unanimously. INTRODUCTION AND 1sT Councilman Fowler introduced Bill No. 4398 - An Ordinance READING- BILL NO. correcting a scrivener's error in legal descriptions included in 4398- CORRECTING Ordinance No. 4519. City Clerk Sheryl Morgan made the first LEGAL DESCRIPTION reading of Bill No. 4398, by title ; copies of the proposed Bill having OF WHITE OAK TIF previously been made available to the public. Councilman Fowler moved to approve Bill No. 4398 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2N° READING - BILL NO. Motion seconded by Councilman Culpepper. Councilman Fowler asked Attorney Bob McDonald if everything was in order to correct these legal descriptions. Mr. McDonald stated that Ms. Yendes was correcting the legal descriptions as outlined in the Council Forms. ANNOUNCEMENTS Tomorrow night is National Night Out on Crime in downtown Blue Springs. City Administrator Eri c Johnson reminded everyone that this week is National Customer Service Appreciation Week. Employees wore Blue Springs Fieldhouse t-shirts today . When the Mayor first took office nearly eight years ago, the Mayor and City Administrator discussed the Mayor's emphasis on customer service . Efforts are underway this week to thank employees for their excellent customer service, and to rem ind citizens that we emphasize. customer service.
