MINUTES OF COUNCIL MEETING
OCTOBER 19, 2015
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
October 19, 2015, 6:30 p.m. in the Multipurpose Room of the Municipal Annex, 1304 Main
Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator, Christine
Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order.
TO ORDER
MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and
explained the Consent Agenda.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the
MINUTES October 5, 2015 meeting of the City Council meeting. Motion
seconded by Councilman Carter and carried with the following
votes:
ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 77-2015
NO. 77-2015- CONTRACT approving a contract with JCI Industries, Inc. for pump and motor
FOR UTILITIES PUMP service and repair. Motion seconded by Councilman Carter and
AND MOTOR SERVICE carried with the following votes:

APPROVE BOARD/ Councilman Edmondson moved to approve the appointment of
COMMISSION Byron Craddolph to the Planning Commission to complete the term
APPOINTMENTS of George Abbott. Motion seconded by Councilman Carter and
carried with the following votes:

PUBLIC HEARING - At 6:31 p.m., Mayor Ross opened the public hearing to consider the
REZONING -SAINT rezoning of Saint Luke's Specialty Clinic (RZ-09-15-4979). The

reporter. City Clerk Sheryl Morgan entered one exhibit into the

record for the public hearing.
STAFF REPORT Scott Allen , Director of Community Development, stated Saint
Luke's Specialty Clinic, at the southeast corner of NE Adams Dairy
Parkway and NE R.D. Mize Road, is wishing to rezone the property
from "AG" (County Agriculture") to "SO/ADP-0" (Service
Office/Adams Dairy Parkway- Overlay). The requested rezoning is
for the future development of medical offices. The Planning
Commission approved with a vote of 7-0.
APPLICANT Jeremy Bechtold of Saint Luke's Health System stated they are
excited to move into Blue Springs and to provide additional primary
and specialty care physicians and radiology at the new location.
Hearing no comments for or against, the Mayor closed the public
hearing at 6:35 p.m.
INTRODUCTION AND 1sT Councilman Edmondson introduced Bill No. 4400 rezoning property
READING - BILL NO . 4400 located at the southeast corner of NE Adams Dairy Parkway and

Morgan made the first reading of Bill No. 4400, by title; copies of the
proposed Bill having previously been made available to the public.
Councilman Fowler moved to approve Bill No. 4400 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2N° READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4400, by title.
4400 Councilman Quibell moved to adopt Bill No. 4400 upon its second
reading and give it ORDINANCE NO. 4573, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Edmondson. Council and Mayor Ross thanked Saint
Luke's for their investment in the City and for locating their facility at
this location and jumpstarting development in the area. The motion
carried with the following vote:

4401 Councilman Quibell moved to adopt Bill No. 4401 upon its second
reading and give it ORDINANCE NO. 4574, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote:

PRESENTATION- EDC Steve Westermann , Chair of the Executive Committee of the Blue
PERFORMANCE Springs Economic Development Corporation (EDC) Board gave a
MEASUREMENT presentation outlining changes being made to the EDC. The EDC's
PROGRAM short-term priorities are leveraging a shovel-ready task force, foster
and promote development and redevelopment in the key
areas/corridors, and to rethink the current EDC framework to find
additional efficiencies.
Brien Starner, President of the EDC, presented the proposed
Performance Measurement Program which outlined goals for the
upcoming fiscal year. A copy of the draft Goals is attached to these
Minutes and incorporated herein. Council and Mr. Starner
discussed the draft metrics and measurable.
MAYORAL Good luck to the Kansas City Royals tonight - they are in the
ANNOUNCEMENTS Playoffs for the second consecutive year.
Downtown Trick or Treat is Saturday from 10:00 - noon on Main
Street.

MOTION TO GO INTO At 7:20 p.m., Councilman Edmondson moved the Council to go into
CLOSED EXECUTIVE closed session pursuant to Section 610.021, subparagraphs (1 ), (2)
SESSION and ( 12), Revised Statutes of Missouri, for the purpose of having
confidential and privileged communications between a
governmental body or its representatives and its attorney relating to
legal action, causes of action or litigation involving this body and
legal advice, communications and discussions related to real estate
where public knowledge of the transactions may be detrimental to
the completion thereof, for contract negotiation discussions and
review of confidential documents, that any votes, minutes,
documents and other records discussed or taken during the closed
session remain closed, and that this body stand adjourned at the
completion of such session. Motion seconded by Councilman

ADJOURNMENT At the completion of the executive session, the Council stood
