CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING DECEMBER 21, 2015 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, December 21, 2015, 6:30 p.m. in the Multipurpose Room of the Municipal Annex, 1304 Main Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order. TO ORDER Councilman Fowler requested that Item 3c - agreement and documents associated with on-site waste disposal system be pulled from the consent agenda for separate consideration. APPROVE CITY Councilman Edmondson moved to approve the minutes of the COUNCIL MINUTES December 7, 2015 City Council Meeting. Motion seconded by Councilman Culpepper and carried with the following votes: Councilman Quibell -Aye Councilman Carter - Aye Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 88-2015 NO. 88-2015- FARM approving a farm lease agreement with Ken Summers d/b/a LEASE AGREEMENT Summers Farms for City-owned property on Duncan Road near the Sni-A-Bar Wastewater Treatment Plant. Motion seconded by Councilman Culpepper and carried with the following votes: Councilman Quibell -Aye Councilman Carter -Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 90-2015 NO. 90-2015 - designating the City Administrator, or his/her designee, to the Blue DESIGNATING Springs Economic Development Corporation (BSEDC) Executive ADMINISTRATOR TO Committee. Motion seconded by Councilman Culpepper and BSEDC EXECUTIVE carried with the following votes : COMMITTEE Councilman Quibell -Aye Councilman Carter -Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye December 21, 2015 CITY COUNCIL MINUTES Page 2 APPROVE Councilman Edmondson moved to approve the appointment of APPOINTMENT TO Kathy Richardson to the Park Commission to complete the term of PARK COMMISSION Bill Landrum Motion seconded by Councilman Culpepper and carried with the following votes: Councilman Quibell - Aye Councilman Carter -Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye ADOPT RESOLUTION Councilman Fowler asked for further details about the project and NO. 89-2015- ON SITE the proximity of nearest sewer. Public Works Director Chris Sandie WASTE DISPOSAL advised that the nearest sewer was approximately 400 feet away in SYSTEM the Sunny Pointe subdivision, but the property in between was privately owned. Councilman Edmondson moved to adopt Resolution No. 89-2015 approving an agreement and associated covenant, right of way dedication, and utility easement for the use of an on-site waste disposal system. Motion seconded by Councilman Culpepper and carried unanimously. MOTION TO GO INTO At 6:34 p.m., Councilman Culpepper moved the Council to go into CLOSED EXECUTIVE closed session pursuant to Section 610.021, subparagraphs (1 ), (9), SESSION and (12), Revised Statutes of Missouri, for the purpose of having confidential and privileged communications between a governmental body or its representatives and its attorney relating to legal action, causes of action or litigation involving this body and legal advice, preparation and discussions relating to negotiations with employee groups and contract negotiations, and that this body return to open session at the end of such session. Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter -Aye Councilman Quibell -Aye Mayor Ross - Aye RETURN TO OPEN At 7:35p.m., the Council returned to Open Session. SESSION ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 91-2015 NO. 91-2015- LABOR approving a three year labor agreement with the Fraternal Order of AGREEMENT WITH Police, West Central Missouri Regional Lodge 50 for Police Officers. POLICE OFFICERS Motion seconded by Councilman Carter and carried with the following votes: Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter -Aye Councilman Qui bell -Aye Councilman Edmondson -Aye Councilman Lievsay- Aye Mayor Ross - Aye 2 December 21, 2015 CITY COUNCIL MINUTES Page 3 ADOPT RESOLUTION Councilman Edmondson moved to adopt Resolution No. 92-2015 NO. 92-2015- LABOR approving a three year labor agreement with the Fraternal Order of AGREEMENT WITH Police, West Central Missouri Regional Lodge 50 for Sergeants. SERGEANTS Councilman Edmondson thanked everyone involved and believes both sides worked very hard to come up with an agreement for both parties. Motion seconded by Councilman Carter and carried with the following votes: Councilman Carter -Aye Councilman Qui bell -Aye Councilman Edmondson -Aye Councilman Lievsay- Aye Councilman Culpepper- Aye Councilman Fowler- Aye Mayor Ross -Aye MAYORAL Mayor Ross wished everyone a Merry Christmas and happy and ANNOUNCEMENTS safe New Year. Will resume at the current Municipal Annex for the first two meetings in January, and hopefully will begin meetings in the new facility in February.
