CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JANUARY 4, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, January 4, 2016, 6:30 p.m. in the Multipurpose Room of the Municipal Annex, 1304 Main Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order. TO ORDER MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda. APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the MINUTES December 21 , 2015 meeting of the City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye PUBLIC HEARING Mayor Ross opened the public hearing at 6:32 p.m. vacating a 15- VACATING SANITARY foot sanitary sewer easement and a 50-foot temporary construction SEWER AND easement on property owned by Gaming Partners International. TEMPORARY The property is located at 2925 NW 7 Highway. The minutes of the CONSTRUCTION public hearing were recorded by a certified court reporter. City EASEMENTS (VAC-12-15- 5108) Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Community Development Director Scott Allen stated the request allows the expansion of the Gaming Partners International facility on NW 7 Highway to the south. Due to the topography of the land, the vacation of the easements is necessary to remove the existing easement. As the City Clerk noted in the exhibit, there was one neighboring property owner who opposed the vacation; however the Planning Commission has unanimously recommended approval. APPLICANT Paul Quinlan of Gaming Partners International and Dana Bowles of Kaw Valley Engineering stated Mr. Allen stated the need for the vacation adequately and they were available for any questions. January 4, 2016 City Council Meeting Page 2 Gaming Partners is excited about the addition to the facility and the jobs it will bring to the City. Councilman Fowler expressed his appreciation for everything Gaming Partners (formerly Gemaco) has done for the community. The Mayor hearing no further comments for or against, closed the public hearing at 6:35 p.m. INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4404 vacating an READING - BILL NO. 4404 existing 15-foot sanitary sewer easement and an existing 50-foot VACATING SANITARY temporary construction easement located generally at 2925 NW 7 SEWER AND Highway, on property owned by Gaming Partners International in TEMPORARY Blue Springs, Jackson County, Missouri. City Clerk Sheryl Morgan CONSTRUCTION EASEMENTS made the first reading of Bill No. 4404, by title; copies of the (VAC-12-15-51 08) proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4404 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously after discussion. Councilman Edmondson stated that the gentleman who sent the letter of opposition to the Planning Commission misunderstood vacation thinking it would affect easements on his property. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4404 by title. 4404 Councilman Quibell moved to adopt Bill No. 4404 upon its second reading and give it ORDINANCE NO. 4577, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Quibell -Aye Mayor Ross -Aye INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4405 approving the READING -BILL NO. 4405 final plat for Gaming Partners International. City Clerk Sheryl FINAL PLAT- GAMING Morgan made the first reading of Bill No. 4405, by title; copies of the PARTNERS proposed Bill having previously been made available to the public. INTERNATIONAL (PF-12-15-5109) Councilman Fowler moved to approve Bill No. 4405 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4405 by title. 4405 Councilman Quibell moved to adopt Bill No. 4405 upon its second reading and give it ORDINANCE NO. 4578, with a copy attached hereto and made a part of the minutes. City Clerk FINAL PLAT- SAINT Sheryl Morgan made the first reading of Bill No. 4406, by title; LUKE'S NEIGHBORHOOD copies of the proposed Bill having previously been made available CLINIC, FIRST PLAT to the public. (PF-11-15-5086) Councilman Fowler moved to approve Bill No. 4406 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2No READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4406 by title . 4406 Councilman Quibell moved to adopt Bill No. 4406 upon its second read ing and give it ORDINANCE NO. 4579, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Culpepper and carried with the following vote: Councilman Carter- Aye Councilman Qui bell -Aye Councilman Edmondson -Aye Councilman Lievsay- Aye Councilman Culpepper- Aye Councilman Fowler- Aye Mayor Ross -Aye MAYORAL • We will be moving the Council meetings to the new Public ANNOUNCEMENTS Safety Building in February. • We will be celebrating Martin Luther King Day before our next meeting; Mayor Ross will be busy with a lot of activities on that day. • Thoughts to Ponder: "Think big thoughts, but relish small pleasures."
