MINUTES OF COUNCIL MEETING
FEBRUARY 1, 2016
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
February 1, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building , 1100 NW Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator, Christine
Cates, City Attorney Nancy Yendes , City Clerk Sheryl Morgan, and
Assistant City Clerk Dylan Gibson.
CALL MEETING Mayor Carson Ross called the City Council meeting to order.
TO ORDER Troop 362 from St. John Lalande led the audience in the Pledge of
Allegiance.
MAYOR COMMENTS Mayor Ross welcomed everyone to the newly renovated Howard L.
Brown Public Safety Building and advised the meetings will
televised on CTV7 and rebroadcast on the City's website.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the
MINUTES January 19, 2016 meeting of the City Council meeting. Motion
seconded by Councilman Lievsay and carried with the following
votes :

ADOPT RESOLUTION NO. Councilman Edmondson moved to adopt Resolution No. 04-2016
04-2016 - CDBG establishing the Community Development Block Grant (CDBG)
ADVISORY COMMITTEE Advisory Committee. Motion seconded by Councilman Lievsay and
carried with the following votes:

PRESENTATION- BUY Lara Vermillion, President of the Blue Springs Chamber of
BLUE SPRINGS AND Commerce, updated the Council on the Buy Blue Springs and
DISCOVER BLUE Discover Blue Springs programs. Ms. Vermillion outlined the 2015
SPRINGS program accomplishments. A copy of the PowerPoint presentation
is attached to these Minutes.

PRESENTATION- HRC Kynette Campbell, Chairman of the Human Relations Commission
ANNUAL REPORT (HRC) updated the Council on the HRC's 2015 activities and 2016
goals. The Commission members will be trained on mediation on
February 20th by the Department of Justice. This training will allow
the HRC to mediate disputes between neighbors and community
members. A copy of the PowerPoint presentation is attached to
these Minutes.
PUBLIC HEARING - Mayor Ross opened the public hearing at 6:41 p.m. to consider
TENTH AMENDED MAIN approval of the Tenth Amended Main Center Development Plan
CENTER DEVELOPMENT submitted by the Main Center Redevelopment Corporation (MCRC).
PLAN The minutes of the public hearing were recorded by a certified court
reporter. City Clerk Sheryl Morgan entered one exhibit into the
record for the public hearing.
STAFF REPORT Deputy City Administrator Adam Norris stated applicants Ken (Sr.)
and Marrietta Billups for properties located at 110 SW 1Qth Street
(Project 10(a)) and 903 SW Jones Street (Project 10(b)). Mr. Norris
stated the improvements proposed improvements included HVAC
and windows at each Project location. Both projects meet the Level
C investment threshold of the MCRC policy.
IN SUPPORT OF Gailen Snyder, Chairman of the MCRC, stated this is the 27th
program since the MCRC began in 2001. Even though the current
application may not appear to be very large, every improvement
helps our downtown area.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:44 p.m.
INTRODUCTION AND 151 Councilman Edmondson introduced Bill No. 441 0 adopting and
READING- BILL NO. 4410 approving the Tenth Amended Main Center Development Plan,
APPROVING TENTH establishing a declaration that the redevelopment area is a blighted
AMENDED MAIN CENTER area in need of development and redevelopment, and authorizing
DEVELOPMENT PLAN
certain tax abatements described within the Tenth Amended
Development Plan. City Clerk Sheryl Morgan made the first reading
of Bill No. 4410, by title; copies of the proposed Bill having
previously been made available to the public.
Councilman Fowler moved to approve Bill No. 4410 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2No READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4410 by title.
4410 Councilman Quibell moved to adopt Bill No. 4410 upon its second
reading and give it ORDINANCE NO. 4583, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper and carried with the following vote:

INTRODUCTION AND 15 T Councilman Edmondson introduced Bill No. 4411 approving the
READING- BILL NO. 4411 final plat for Indigo Hills PUD 2nd Plat, Lots 30-33. City Clerk Sheryl
FINAL PLAT- INDIGO Morgan made the first reading of Bill No. 4411, by title; copies of the
HILLS PUD 2ND PLAT, proposed Bill having previously been made available to the public.

Councilman Fowler moved to approve Bill No. 4411 upon its first
reading and proceed with the second reading. Motion seconded by
Councilman Carter and the motion carried unanimously.
2ND READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4411 by title.
4411 Councilman Quibell moved to adopt Bill No. 4411 upon its second
reading and give it ORDINANCE NO. 4584, with a copy attached
hereto and made a part of the minutes. Motion seconded by
Councilman Culpepper carried with the following vote:

MAYORAL • The next City Council meeting will be held on Tuesday, February
ANNOUNCEMENTS 16th due to the President's Day Holiday on the 15th. The
meeting begins at 6:00.

PRESENTATION TO City Administrator Eric Johnson presented Mayor Ross with an
MAYOR ROSS engraved gavel in recognition of the opening of the new Council
Chambers. Mr. Johnson also presented Mayor Ross with a clock
and service pin in recognition of the Mayor's 15 years of service for
the City.
At 6:51 p.m. , Councilman Carter moved the Council go into closed
session pursuant to Section 610.021 , subparagraph (1 ), Revised
Statutes of Missouri, for the purpose of having confidential and
privileged communications between a governmental body or its
representatives and its attorney relating to legal action , causes of
action or litigation involving this body and legal advice, that any
votes, minutes, documents and other records discussed or taken
during the closed session remain closed , and that this body stand
adjourned at the completion of such session. Motion seconded by
Councilman Quibell and carried with the following votes:
