CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING MARCH 21, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday March 21, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Qui bell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, City Clerk Sheryl Morgan, and Assistant City Clerk Dylan Gibson. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance. MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the minutes of the March MINUTES 7, 2016 meeting of the City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye ADOPT RESOLUTION NO. Councilman Culpepper moved to adopt Resolution No. 12-2016 12-2016 APPROVING approving the new Adoption Agreement for the ICMA-RC 401 (a) NEW ADOPTION plan and minor changes to the Voya 401 (a) Adoption Agreement to AGREEMENT FOR THE ensure both plans are consistent. Motion seconded by Councilman ICMA 401{A) PLAN AND Carter and carried with the following votes: AMENDMENT TO THE VOYA 401{A) PLAN Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye INTRODUCTION AND 15 T Councilman Culpepper introduced Bill No. 4416 amending various READING - BILL NO. 4416 sections of the Code of Ordinances and adopting a new Chapter AMENDING VARIOUS 140. City Clerk Sheryl Morgan made the first reading of Bill No. SECTIONS OF THE CODE 4416, by title ; copies of the proposed Bill having previously been OF ORDINANCES AND made available to the public. .ADOPTING A NEW CHAPTER 140 Councilman Fowler moved to approve Bill No. 4416 upon its first March 21 , 2016 City Council Meeting Page 2 reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2No READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4416 by title. 4416 Councilman Quibell moved to adopt Bill No. 4416 upon its second reading and give it ORDINANCE NO. 4589, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Edmondson and carried with the following vote: Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Qui bell -Aye Mayor Ross - Aye INTRODUCTION AND 1sT Councilman Edmondson introduced Bill No. 4417 approving The READING- BILL NO . 4417 Final Plat for CBC First Plat. City Clerk Sheryl Morgan made the APPROVING FINAL PLAT first reading of Bill No. 4417, by title; copies of the proposed Bill FOR CBC FIRST PLAT having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4417 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2nd READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4417 by title. 4417 Councilman Quibell moved to adopt Bill No. 4417 upon its second reading and give it ORDINANCE NO. 4590, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Edmondson and carried with the following vote: Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Qui bell -Aye Councilman Edmondson -Aye Councilman Lievsay - Aye Mayor Ross - Aye INTRODUCTION AND 1sT Councilman Edmondson introduced Bill No. 4418 approving Final READING- BILL NO. 4418 Plat for Indigo Hills. City Clerk Sheryl Morgan made the first APPROVING FINAL PLAT reading of Bill No. 4418, by title; copies of the proposed Bill having FOR INDIGO HILLS previously been made available to the public. Councilman Fowler moved to approve Bill No. 4418 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2"d READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4418 by title. 4418 Councilman Quibell moved to adopt Bill No. 4418 upon its second reading and give it ORDINANCE NO. 4591, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: 2 March 21 , 2016 City Council Meeting Page 3 Councilman Carter- Aye Councilman Quibell - Aye Councilman Edmondson - Aye Councilman Lievsay- Aye Councilman Culpepper- Aye Councilman Fowler- Aye Mayor Ross- Aye PUBLIC HEARINGS - Mayor Ross opened the Public Hearings on the Rezoning of REZONING OF COLONIAL Colonial Highlands and the Colonial Highlands Planned HIGHLANDS (RZ-02-16- Development Concept Plan concurrently. At the request of the 5203) and COLONIAL applicant, the public hearings will be continued to the April 4, 2016 HIGHLANDS PLANNED Council meeting. A motion to continue these public hearings is in DEVELOPMENT CONCEPT PLAN (PDC-02- order. 16-5204) MOTION TO CONTINUE Councilman Carter moved to continue to the public hearings on the (RZ-02-16-5203 and PDC- Rezoning of Colonial Highlands and the Colonial Highlands Planned 02-16-5204) Development Concept Plan to the April 4, 2016 Council meeting. Motion seconded by Councilman Culpepper and carried unanimously.
