MINUTES OF COUNCIL MEETING
MAY 16, 2016
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, May
16, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building,
1100 Smith Street with Mayor Carson Ross presiding.

Also present were City Administrator Eric Johnson, Deputy City
Administrator Adam Norris, Assistant City Administrator, Christine
Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order and
TO ORDER Scouts from Troop 175 of Timothy Lutheran Church led in the
Pledge of Allegiance.
MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and
explained the Consent Agenda.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the May
MINUTES 2, 2016 meeting of the City Council meeting . Motion seconded by
Councilman Carter and carried with the following votes:

ADOPT RESOLUTION 17- Councilman Edmondson moved to adopt Resolution No. 17-2016
2016- SECOND approving the Second Amendment to the On Call Electrical
AMENDMENT TO ON Services Agreement with Superior Electrical Construction, Inc.

WATER AND SEWER LLC in the amount of $80,700 for a consulting services agreement
RATE STUDY to perform a cost of service study for water and sewer. Motion
seconded by Councilman Carter and carried with the following

PUBLIC HEARING - Mayor Ross opened the Public Hearing on the Vacation of a
VACATION OF stormwater drainage easement in the Parkway Villas Development
STORMWATER at 6:03 p.m. This public hearing was continued from the May 2,

STAFF REPORT Community Development Director Scott Allen stated the applicant,
Roy C. Allen Ill of World Land Investments, LLC is requesting a
vacation of a stormwater drainage easement located generally at
the northwest corner of SE Adams Dairy Parkway and SE Moreland
School Road in the Parkway Villas development. The applicant has
met the requirements of Section 403.090 of the Code. The
Planning Commission recommended approval of the request with a
vote of 10-0.

The Mayor hearing no comments for or against, closed the public
hearings at 6:05p.m.

AND MAINTENANCE with Parkway Villas, LLC. Motion seconded by Councilman
AGREEMENT Edmondson. Staff confirmed Councilman Fowler's understanding
that this Maintenance Agreement was specific to stormwater
management and not streets. After discussion, the motion carried
unanimously.
INTRODUCTION AND 1sT Councilman Edmondson introduced Bill No. 4425 adding a new
READING -BILL NO. 4425 Section 220.700 to Article X, Chapter 220 of the Code of

Councilman Fowler moved to approve Bill No. 4425 upon its first

Councilman Carter.
COUNCIL DISCUSSION Staff confirmed that this Ordinance relates to all school buses
operating within the City of Blue Springs. Chief McCoy stated that
in addition to the letter of support from the Blue Springs School
District, the Lee's Summit and Grain Valley School Districts, as well
as Plaza Heights Christian Academy, are in support of the Bill.
After Council discussion, the motion carried unanimously.

Councilman Carter.
COUNCIL DISCUSSION Councilman Quibell gave an example of a call he made to 911
approximately 30 years ago and asked whether this would fall under
the new Ordinance. Chief McCoy stated this would only address
situations where someone intentionally calls 911 in an attempt to
divert resources or cause problems.

After Council discussion, the motion carried unanimously.

MAYORAL Mayor Ross complimented Chief McCoy and the Police Department

VISITORS Tony Wrisinger of the Greater Kansas City Football Coaches
Association stated the 25th Annual Papa John's Kansas vs . Missouri
High School Football All Star Game will be held on June 16th at
Peve Stadium. Mr. Wrisinger requested $1 ,000 from the City for
support for this game. Mr. Wrisinger said the event draws about
5,000 people to Blue Springs.
Councilman Carter moved to appropriate $1,000.00 for this
initiative. Motion seconded by Councilman Quibell and carried
unanimously.
ADJOURNMENT At 6:21 p.m. there was no further business to come before the
Council; Councilman Carter moved the meeting be adjourned.
