CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING June 6, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 6, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding . COUNCILMEN IN Jeff Qui bell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance. MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda. APPROVE CITY COUNCIL Councilman Culpepper moved to approve the minutes of the May MINUTES 16, 2016 meeting of the City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 21-2016 Councilman Culpepper moved to adopt Resolution No. 21-2016 APPROVING approving an agreement with HDR Engineering, Inc for a sanitary AGREEMENT FOR sewer solutions study. Motion seconded by Councilman Carter and SEWER SOLUTIONS carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler - Aye Councilman Culpepper- Aye Mayor Ross - Aye RESOLUTION 22-2016 Councilman Culpepper moved to adopt Resolution No. 22-2016 DETERMINING THE determining the population of the City of Blue Springs as 54, 148 as POPULATION OF BLUE of July 1, 2015. Motion seconded by Councilman Carter and carried SPRINGS with the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye June 6, 2016 City Council Meeting Page 2 RESOLUTION 23-2016 Councilman Culpepper moved to adopt Resolution No. 23-2016 APPROVING THE approving a second amendment for the generator maintenance and SECOND AMENDMENT repair contract with Central Power Systems and Services, LLC. TO THE GENERATOR Motion seconded by Councilman Carter and carried with the MAINTENANCE following votes: CONTRACT Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler -Aye Councilman Culpepper- Aye Mayor Ross - Aye RESOLUTION 24-2016 Councilman Culpepper moved to adopt Resolution No. 24-2016 AUTHORIZING PAYMENT approving payment to Midwest Public Risk for the City's annual OF 2016-17 INSURANCE premium for property, casualty, liability and workers compensation PREMIUMS insurance for the 2016-17 plan year in the amount of $1 ,369,839.69. Motion seconded by Councilman Carter and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 25-2016 Councilman Culpepper moved to adopt Resolution No. 25-2016 APPROVING approving agreement for the loan of public art entitled "Breath" to AGREEMENT FOR THE the Consolidated Library District No. 3, a/kla Mid-Continent Public LOAN OF PUBLIC ART Library. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 26-2016 Councilman Culpepper moved to adopt Resolution No. 26-2016 APPROVING AN approving an intergovernmental collaborative agreement with INTERGOVERNMENTAL Kansas City, Missouri, Independence, Missouri, Leavenworth, AGREEMENT FOR A Kansas, and Wyandotte County, Kansas for the preparation and REGIONAL ASSESSMENT submission of a Regional Assessment of Fair Housing. Motion OF FAIR HOUSING seconded by Councilman Carter and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye REAPPOINTMENT OF Councilman Culpepper moved to approve the reappointment of MUNICIPAL COURT John Jack and Don Lograsso to serve as Municipal Court Judges JUDGES for an additional three-year term. Motion seconded by Councilman Carter and carried with the following votes: 2 June 6, 2016 City Council Meeting Page 3 Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing on the 2016-17 through CAPITAL 2021-22 Capital Improvements Program (CIP) at 6:02 p.m. The IMPROVEMENTS minutes of the public hearing were recorded by a certified court PROGRAM reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Deputy City Administrator Adam Norris stated the CIP is being presented in accordance with the City's Charter. The CIP Review Committee reviewed the CIP on May 2nd with no additional comments received; the Planning Commission reviewed the CIP at their May gth meeting. The emphasis is on replacing mission critical equipment and maintenance of existing infrastructure. The budget document is smaller than previously submitted as the unfunded project sheets have been removed. The 2016-17 CIP is much higher than other years due to the City Hall renovation project. The CIP correlates to the Governing Body Strategic Framework that was approved in 2015. Five new projects have been added to the five- year plan, three of which are funded. Mr. Norris reviewed the five- year budget changes. A copy of the PowerPoint presentation is attached to these Minutes and incorporated herein. The Mayor hearing no comments for or against, closed the public hearings at 6:12p.m. INTRODUCTION AND 15 T Councilman Culpepper introduced Bill No. 4427 adopting the 2016- READING- BILL NO. 4427 17 through 2021-22 Capital Improvements Program. City Clerk Sheryl Morgan made the first reading of Bill No. 4427 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4427 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2"d READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4427 by title. 4427 Councilman Quibell moved to adopt Bill No. 4427 upon its second reading and give it ORDINANCE NO. 4600, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Culpepper and carried with the following vote: Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler - Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Quibell - Aye Mayor Ross -Aye 3 June 6, 2016 City Council Meeting Page 4 INTRODUCTION AND 15 r Councilman Edmondson introduced Bill No. 4428 amending the READING- BILL NO. 4428 2015-16 annual budget of the City of Blue Springs. City Clerk Sheryl Morgan made the first reading of Bill No. 4428, by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4428 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2"d READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4428, by title. 4428 Councilman Quibell moved to adopt Bill No. 4428, upon its second reading and give it ORDINANCE NO. 4601, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Culpepper and carried with the following vote: Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Qu ibell -Aye Councilman Edmondson- Aye Councilman Lievsay- Aye Mayor Ross -Aye MAYORAL Blue Angels pilot Marine Captain Jeff Kuss, passed away during ANNOUNCEMENTS practice for an air show last week. Sports figure Muhammad Ali passed away after a long battle with Parkinson 's Disease. Condolences to both families for their loss. Harvey Hall has been the Mayor of Bakersfield, CA for four terms. Mayor Hall decided not to run for a fifth term , and 25 people filed for Mayor. Thoughts to Ponder: "No man who is occupied in doing a very difficult thing, and doing it very well, ever loses his self respect." (George Bernard Shaw) At 6:17 p.m., Councilman Carter moved the Council go into closed session pursuant to Section 610.021, subparagraph (2), Revised Statutes of Missouri, for the purpose of having discussions regarding real estate transactions, that any records or votes taken remain closed and that this body stand adjourned at the end of such session.
