CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING JUNE 20, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, June 20, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance. APPROVE CITY COUNCIL Councilman Carter moved to approve the minutes of the June 6, MINUTES 2016 meeting of the City Council meeting. Motion seconded by Councilman Edmondson and carried with the following votes : Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye ADOPT RESOLUTION NO. Councilman Carter moved to adopt Resolution No. 28-2016 28-2016 - HOLDING authorizing the City Administrator to enter into agreements with FACILITY AGREEMENTS municipalities for the use of the Blue Springs Detention Facility. Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye ADOPT RESOLUTION NO. Councilman Carter moved to adopt Resolution No. 29-2016 29-2016- AGREEMENT approving an agreement with Invoice Cloud, Inc. for electronic bill FOR ELECTRONIC BILL presentment and payments. Motion seconded by Councilman PRESENTMENT AND Edmondson and carried with the following votes: PAYMENT Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye APPROVE 2016-17 Councilman Carter moved to approve six liquor license renewals LIQUOR LICENSE with changes to the Managing Agent, name changes, or license RENEWALS June 20, 2016 City Council Meeting Page 2 types for the 2016-17 license year. Councilman Carter moved to adopt Resolution No. 30-2016 30-2016- AGREEMENT approving an agreement with St. Luke's East Hospital to lease TO LEASE SPACE AT space at the Blue Springs Fieldhouse for the purpose of providing FIELDHOUSE rehabilitative services. Motion seconded by Councilman Edmondson and carried with the following votes : Councilman Qui bell - Aye Councilman Carter - Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross- Aye ADOPT RESOLUTION NO. Councilman Carter moved to adopt Resolution No. 31-2016 31-2016- AGREEMENT approving an agreement with Stantec Consulting Services, Inc. for a FOR PAVEMENT pavement management analysis and condition survey for the City's MANAGEMENT roadway system. Motion seconded by Councilman Edmondson and ANALYSIS carried with the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper - Aye Mayor Ross - Aye APPROVE BOARD Councilman Carter moved to approve the appointments of Chris APPOINTMENTS Williams and Trevor Goodwin to the Board of the Blue Springs Economic Development Corporation, each for a three-year term. Motion seconded by Councilman Edmondson and carried with the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper - Aye Mayor Ross- Aye 2 June 20, 2016 City Council Meeting Page 3 MAYORAL Mayor Ross advised that the Council meeting on July 4th has been ANNOUNCEMENTS cancelled. The next City Council meeting will be July 18th. Everyone is invited to attend the 4th of July celebration at Peve Stadium. KFKF Radio and St. Mary's are sponsors this year- there will be entertainment and great fireworks. Thoughts to Ponder: "Time, like a snowflake, disappear while you are trying to decide what to do with it." VISITORS Charles Driskell addressed Council about problems caused on Kingscross Road by the repaving of the Autumn Chase subdivision. Public Works Director Chris Sandie stated Street Maintenance is scheduled to repair the issues later this summer. At 6:14p.m., Councilman Carter moved the Council go into closed session pursuant to Section 610.021 , subparagraphs (1) and (12), Revised Statutes of Missouri, for the purpose of having confidential and privileged communications between a governmental body or its representatives and its attorney relating to legal action, causes of action or litigation involving this body and legal advice, and to discuss contract negotiations, and that any votes, minutes, documents and other records discussed or taken during the closed session remain closed, and that this body stand adjourned at the completion of such session.
