CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING September 7, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Wednesday, September 7, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson - ABSENT Ron Fowler Susan Culpepper- ABSENT Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance . MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda. APPROVE CITY COUNCIL Councilman Carter moved to approve the minutes of the August 15, MINUTES 2016 meeting of the City Council meeting. Motion seconded by Councilman Quibell and carried with the following votes: Councilman Quibell -Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye RESOLUTION 44-2016 Councilman Carter moved to adopt Resolution No. 44-2016 PUBLIC ASSETS - M&M accepting public assets for Final Plat M & M Properties. Motion PROPERTIES seconded by Councilman Quibell and carried with the following votes : Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson - Absent Councilman Fowler - Aye Councilman Culpepper - Absent Mayor Ross- Aye RESOLUTION 45-2016 Councilman Carter moved to adopt Resolution No. 45-2016 PUBLIC ASSETS- accepting public assets for Coronado Center. Motion seconded by CORONADO CENTER Councilman Qui bell and carried with the following votes : Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay - Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper -Absent Mayor Ross -Aye September 7, 2016 City Council Meeting Page 2 RESOLUTION 46-2016 Councilman Carter moved to adopt Resolution No. 46-2016 PUBLIC ASSETS - LONE accepting public assets for Final Plat Lone Pine Acres , Lots 1 and 2. PINE ACRES Motion seconded by Councilman Quibell and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye RESOLUTION 47-2016 Councilman Carter moved to adopt Resolution No. 47-2016 PUBLIC ASSETS - accepting public assets for Indigo Hills P.U.D. - 2nd Plat. Motion INDIGO HILLS P.U.D.- seconded by Councilman Quibell and carried with the following 2ND PLAT votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye RESOLUTION 48-2016 Councilman Carter moved to adopt Resolution No. 48-2016 PUBLIC ASSETS- accepting publ ic assets for Indigo Hills P.U.D. - 3 rd Plat. Motion INDIGO HILLS P.U.D. - seconded by Councilman Quibell and carried with the following 3Ro PLAT votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross - Aye RESOLUTION 49-2016 Councilman Carter moved to adopt Resolution 49-2016 approving APPROVING PURCHASE the purchase of a 2017 heavy duty dump truck from KCR OF HEAVY DUTY DUMP International Trucks, Inc., d/b/a Diamond International of Kansas TRUCK City in the amount of $129,327.00. Motion seconded by Councilman Quibell and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye APPOINTMENT TO Councilman Carter moved to approve the appointment of Connor PUBLIC SAFETY Kahmann as the student representative to the Blue Springs Public CITIZENS' ADVISORY Safety Citizens' Advisory Board for a one-year term. Motion BOARD seconded by Councilman Quibell and carried with the following votes: Councilman Qui bell - Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye 2 September 7, 2016 City Council Meeting Page 3 RESOLUTION 50-2016 Councilman Carter moved to adopt Resolution 50-2016 approving a APPROVING LABOR labor agreement with the Fraternal Order of Police, West Central AGREEMENTS FOR Missouri Regional Lodge 50 for Lieutenants. Motion seconded by POLICE LIEUTENANTS Councilman Quibell and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Mayor Ross -Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing on the Fiscal Year 2016-17 FISCAL YEAR 2016-17 Budget at 6:02 p.m. The minutes of the public hearing were BUDGET recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing STAFF REPORT City Administrator Eric Johnson stated proposed budget is consistent with what was presented to the City Council during the Budget Work Session on August 10, 2016. The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 1sr Councilman Carter introduced Bill No. 4436 appropriating from the READING - BILL NO. revenue of the City expenditures in accordance with the 2016-17 4436 APPROVING 2016- Annual Budget of the City of Blue Springs, Missouri. City Clerk 17 ANNUAL BUDGET Sheryl Morgan made the first reading of Bill No. 4436 by title; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4436 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2No READING - BILL NO. Ms. Morgan made the second reading of Bill No. 4436 by title. 4436 Councilman Quibell moved to adopt Bill No. 4436 upon its second reading and give it Ordinance No. 4609, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote : Councilman Lievsay- Aye Councilman Edmondson -Absent Councilman Fowler- Aye Councilman Culpepper- Absent Councilman Carter- Aye Councilman Quibell -Aye Mayor Ross- Aye PUBLIC HEARINGS - Mayor Ross stated that the applications have been amended for the EAGLES RIDGE Eagles Ridge Estates PR-O and Eagles Ridge Villas PR-O Rezoning (RZ-08-16-5436) and Eagles Ridge Estates PR-O and Eagles Ridge Villas PR-O Amended PR-O Concept Plan (PROC-08- 16-5437) and a new public hearing date will be advertised and heard on October 3, 2016. The public hearings noticed for today have been 3 September 7, 2016 City Council Meeting Page 4 cancelled . INTRODUCTION AND 15 T Councilman Fowler introduced Bill No. 4437 approving the Final Plat READING - BILL NO. for Country Club Shopping Center. City Clerk Sheryl Morgan made 4437 APPROVING FINAL the first reading of Bill No. 4437, by title ; copies of the proposed Bill PLAT FOR COUNTRY having previously been made available to the public. CLUB SHOPPING CENTER (PF-07-16-5411) Councilman Fowler moved to approve Bill No. 4437 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2N° READING - BILL NO . Ms. Morgan made the second reading of Bill No. 4437 by title . 4437 Councilman Quibell moved to adopt Bill No. 4437 upon its second reading and give it Ordinance No. 4610, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: Councilman Fowler- Aye Councilman Culpepper- Absent Councilman Carter - Aye Councilman Quibell -Aye Councilman Edmondson -Absent Councilman Lievsay - Aye Mayor Ross- Aye MAYORAL Mayor Ross expressed his continued frustration with the killings ANNOUNCEMENTS and violence throughout the nation and the world . Mayor Ross also expressed his condolences to the family of the two children that were killed on Labor Day on 1-70 near Adams Dairy Parkway by a drunk driver. Thoughts to Ponder: "Over the last 50 years, I've had a problem with 80 year-old drivers or their lack of being able to drive well. In March I turned 80 and my whole attitude changed about these drivers -they're not such bad drivers after all!" (Anonymous) VISITORS Councilman Lievsay presented Selinda Ramsey with a Proclamation for being inducted into the 4H Hall of Fame. ADJOURNMENT At 6:10 p.m. there was no further business to come before the Council; Councilman Carter moved the meeting be adjourned. Motion seconded by Councilman Quibell and carried unanimously.
