CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING September 19, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, September 19, 2016, 6:00p.m. in the Council Chambers of the Howard L. Brown Public Safety Building , 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Qui bell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Administrator, Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance. MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda. APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the MINUTES September 7, 2016 meeting of the City Council meeting. Motion seconded by Councilman Culpepper and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross- Aye RESOLUTION 51-2016 - Councilman Edmondson moved to adopt Resolution No. 51-2016 FOURTH AMENDMENT approving the Fourth Amendment to the contract for traffic signal TO AGREEMENT FOR and street light maintenance and repair with Capital Electric Line TRAFFIC SIGNAL AND Builders, Inc. Motion seconded by Councilman OFFICERS Culpepper and carried with the following votes: Councilman Qui bell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye PUBLIC HEARING- 2016 Mayor Ross opened the Public Hearing on the 2016 Property Tax PROPERTY TAX LEVY Levy at 6:01 p.m. The minutes of the public hearing were recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Christine Cates, Assistant City Administrator stated the proposed bill sets the property tax levy at the same rate as 2015, $.5781 per $100 of assessed valuation . 2016 was not a reassessment year so there are few adjustments to the property values assessed by the County. Since the preparation of documents for the Council meeting, staff received the final assessed valuation from the County, which included an increase in new construction of $9.6 million due to the addition of St. Mary's Hospital to the tax rolls (considered new construction because it had never been on the tax rolls). COUNCIL DISCUSSION Staff clarified the difference between the notice of public hearing and the Bill is what was the preliminary number sent to the County in April and we have now received the final numbers from the County. The Mayor hearing no comments for or against, closed the public hearing at 6:04 p.m. INTRODUCTION AND 15 T Councilman Fowler introduced Bill No. 4438 approving the 2016 READING - BILL NO. Property Tax Levy. Councilman Fowler moved to approve Bill No. 4438 upon its first reading and proceed with the second reading . City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing STAFF REPORT Scott Allen , Director of Community Development, stated the request for rezoning will allow expansion of an existing warehouse/residential storage use on two of the three properties. Additional approvals would be necessary at the Planning Commission and City Council level on this project. APPLICANT Applicant, Clay Swope, was available to answer questions presented by the Council. PRESENTATION- Cindy Miller, Executive Director of Downtown Alive! , gave an update DOWNTOWN ALIVE! on recent activities and accomplishments for the downtown district. The PowerPoint presentation is attached to these Minutes for reference. Council congratulated the Downtown Alive! team for all their accomplishments and awards. September 19, 2016 City Council Meeting Page 6 MAYORAL Mayor Ross expressed his continued frustration with the killings and ANNOUNCEMENTS violence throughout the nation and the world. Blue Springs received the MML Innovation Award for the Blue Springs Fieldhouse, as well as the 3CMA Award for Internal Newsletter, the City Beat.
