MINUTES OF COUNCIL MEETING
December 5, 2016
A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday,
December 5, 2016, 6 :00 p.m. in the Council Chambers of the Howard L. Brown Public Safety
Building, 1100 Smith Street with Mayor Carson Ross presiding.

Also present were Deputy City Administrator Adam Norris, Assistant
City Administrator Christine Cates, interim City Attorney Bob
McDonald, and City Clerk Sheryl Morgan.
CALL MEETING Mayor Carson Ross called the City Council meeting to order and led
TO ORDER in the Pledge of Allegiance.
APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the
MINUTES November 21 , 2016 meeting of the City Council meeting. Motion
seconded by Councilman Carter and carried with the following votes:

RESOLUTION 73-2016 - Councilman Edmondson moved to adopt Resolution No. 73-2016
SEWER approving a contract with lnsituform Technologies USA, LLC for
REHABILITATION AND citywide sewer rehabilitation and emergency storm pipe repair.
EMERGENCY STORM Motion seconded by Councilman Carter and carried with the

BAR, LLC" original package for consumption on or off premises to the current
liquor license for The Dive Bar LLC, located at 1325 SW US Highway
40, Blue Springs, MO 64015. Motion seconded by Councilman
Carter and carried with the following votes:

CHANGE TO LIQUOR Councilman Edmondson moved to approve changing the Doing

PUBLIC HEARING - Mayor Ross opened the Public Hearing for consideration to approve
VACATION OF SANITARY a vacation of an existing 15-foot sanitary sewer easement located
SEWER EASEMENT- generally at the Southwest corner of NW Woods Chapel Road and
QUIKTRIP STORE NO. NW South Outer Road at 6:03 p.m. The minutes of the public

hearing was recorded by a certified court reporter. City Clerk Sheryl
Morgan entered one exhibit into the record for the public hearing.
STAFF REPORT Scott Allen, Director of Community Development, stated the
Applicant, QuikTrip Corporation, has met the requirements for the
request, and the Planning Commission unanimously recommended
approval on November 28, 2016.
The Mayor hearing no further comments for or against, closed the
public hearing at 6:05p.m.
INTRODUCTION AND 15 T Councilman Edmondson introduced Bill No. 4461 approving the

reading and proceed with the second reading. Motion seconded by
Councilman Carter and carried unanimously.
2No READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4461 by title.
4461 Councilman Quibell moved to adopt Bill No. 4461 upon its second

reading and give it ORDINANCE NO. 4634, with a copy attached
hereto and made a part of the minutes. Motion seconded by

RESOLUTION 74-2016- Councilman Edmondson moved to adopt Resolution No. 74-2016

Culpepper and carried unanimously.
PRESENTATION- Gail Porter, GIS Coordinator, and Tina Dale, Business Services
CITIZEN ACCESS Coordinator, presented the City's new Citizen Access Portal (CAP)
PORTAL for online permitting and business licensing. The CAP system
allows users to search for business licenses, permits, and planning
applications. Although the new system does not yet have the
capacity to accept full building plans, applicants can submit plans
for smaller-scale projects (e.g., deck replacement, driveways, etc.)
in a ledger-size or smaller PDF with their online applications.
PUBLIC HEARING - Mayor Ross opened the Public Hearing on the Amended PR-O
AMENDED PR-O Concept Plan for Eagles Ridge Estates PR-O Tracts 1 thru 4. At the
CONCEPT PLAN EAGLES request of the applicant, David Ward, the public hearing will be

RIDGE PR-O (PROC-1 0- continued to the December 19, 2016 Council meeting. A motion to

MOTION TO CONTINUE Councilman Carter moved to continue the public hearing on the
(PROC-1 0-16-5526) Amended PR-O Concept Plan for Eagles Ridge Estates PR-O
Tracts 1 thru 4 to the December 19, 2016 Council meeting. Motion
seconded by Councilman Quibell and carried unanimously.
MAYORAL Mayor Ross expressed sympathy to the Eric Johnson family for the
ANNOUNCEMENTS loss of Eric's father.
Tomorrow night at 5:30 at City Hall is the Mayor's Christmas Tree
Lighting Ceremony.

Council; Councilman Carter moved the meeting be adjourned.
