CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING November 21, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, November 21, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Qui bell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Administrator Eric Johnson, Deputy City Administrator Adam Norris, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance . APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the MINUTES November 7, 2016 meeting of the City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 67-2016- Councilman Edmondson moved to adopt Resolution No. 67-2016 PURCHASE SKID-STEER approving the purchase of Bobcat Skid-Steer Loader and Compact LOADER AND COMPACT Excavator. Motion seconded by Councilman Carter and carried with EXCAVATOR the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay -Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross- Aye RESOLUTION 68-2016 - Councilman Edmondson moved to adopt Resolution No. 68-2016 to COMMUTER BUS enter into a contract in the amount of $111 ,194 with Kansas City SERVICE AGREEMENT Area Transportation Authority to provide commuter bus services from Blue Springs to the downtown Kansas City area. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson -Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye November 21 , 2016 City Council Meeting Page 2 RESOLUTION 69-2016- Councilman Edmondson moved to adopt Resolution No. 69-2016 VIOLENCE AGAINST ratifying a three-year grant award in the amount of $450,000 with the WOMEN GRANT Department of Justice, Office on Violence Against Women for the purpose of accepting a grant for improving criminal justice responses to sexual assault, domestic violence, dating violence and stalking. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 70-2016- Councilman Edmondson moved to adopt Resolution No. 70-2016 EAGLE'S RIDGE approving a Funding Agreement for review of a Community FUNDING AGREEMENT Improvement District and other possible incentives with Ward Development, LLC, the developer of Eagle's Ridge. Motion seconded by Councilman Carter and carried with the following votes: Councilman Qui bell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye 2N° READING - BILL NO. City Clerk Sheryl Morgan made the second reading of Bill No. 4451 4451 -ANNEXING 851 annexing 851 SW Bowlin into the City limits by title. The introduction SW BOWLIN and first reading of this bill were on November 7, 2016. Councilman (ANNX-1 0-16-5534) Quibell moved to adopt Bill No. 4451 upon its second reading and give it ORDINANCE NO. 4624, with a copy attached hereto and made a part of the minutes. Motion seconded by Councilman Lievsay and carried with the following vote: Councilman Lievsay- Aye Councilman Edmondson- Aye Councilman Fowler- Aye Councilman Culpepper- Aye Councilman Carter- Aye Councilman Qui bell - Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing for consideration to approve AMENDMENTS TO amendments to the Unified Development Code at 6:03 p.m. The UNIFIED DEVELOPMENT minutes of the public hearing was recorded by a certified court CODE (UDCT-1 0-16-5544) reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Jim Holley, Assistant Director of Community Development, stated the amendments affected Chapters 402, 403, 404, 405, 406, 407, 408 and 411 of the Unified Development Code. Mr. Holley stated the amendments were unanimously approved by the Development Advisory Commission on October 10, 2016, as well as the Planning Commission on November 14, 2016. November 21 , 2016 City Council Meeting Page 3 The Mayor hearing no further comments for or against, closed the public hearing at 6:05 p.m. INTRODUCTION AND 1sT Councilman Edmondson introduced Bill No. 4452 Chapters 402, READING - BILL NO. 403, 404, 405, 406, 407, 408 and 411 of the Unified Development 4452- AMENDING THE Code. City Clerk Sheryl Morgan made the first reading of Bill No. UNIFIED DEVELOPMENT 4452 by title; copies of the proposed Bill having previously been CODE (UDCT-10-16-5544) made available to the public. Councilman Fowler moved to approve Bill No. 4452 upon its first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2ND READING- BILL NO. Ms. Morgan made the second reading of Bill No. 4452 by title. 4452 Councilman Quibell moved to adopt Bill No. 4452 upon its second reading and give it ORDINANCE NO. 4625, with a copy attached hereto and made a part of the minutes. PLAT, TRACT E (PF-10- 16-5520) Councilman Fowler moved to approve Bill No. 4453 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. 2ND READING - BILL NO. Motion seconded by COLONIAL GARDENS Councilman Quibell and carried unanimously. MAYORAL Mayor Ross reiterated his frustration with the killings locally, in our ANNOUNCEMENTS region , and in the nation, and especially the recent ambush attacks on police officers. Thoughts to Ponder: "Expect the best, prepare for the worst, and celebrate it all." (Larry Winget) Mayor Ross and Council presented City Attorney Nancy Yendes a Proclamation expressing appreciation for her service to the City of Blue Springs.
