CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING November 7, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, November 7, 2016, 6:00 p.m. in the Council Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding. COUNCILMEN IN Jeff Qui bell Dale Carter ATTENDANCE Chris Lievsay Kent Edmondson Ron Fowler Susan Culpepper Also present were City Admin istrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant City Adm inistrator Christine Cates, City Attorney Nancy Yendes, and City Clerk Sheryl Morgan. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Alleg iance. APPROVE CITY COUNCIL Councilman Edmondson moved to approve the minutes of the MINUTES October 17, 201 6 meeting of the City Council meeting. Motion seconded by Councilman Carter and carried with the following votes: Councilman Quibell - Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 62-2016- Councilman Edmondson moved to adopt Resolution No. 62-2016 FRAMEWORK FOR approving the purchase and installation of in-dash computer EMERGENCY mounted framework for emergency equipment for police vehicles EQUIPMENT FOR POLICE and motorcycles. Motion seconded by Councilman Carter and VEHICLES AND carried with the following votes· MOTORCYCLES . Councilman Qui bell - Aye Councilman Carter - Aye Councilman Lievsay - Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye RESOLUTION 63-2016 - Councilman Edmondson moved to adopt Resolution No. 63-2016 FUNDING AGREEMENT approving a Funding Agreement with Adams Dairy Properties, LLC. WITH ADAMS DAIRY Motion seconded by Councilman Carter and carried with the PROPERTIES, LLC following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross - Aye RESOLUTION 64-2016- Councilman Edmondson moved to adopt Resolution No. 64-2016 REPLACEMENT OF approving an agreement and amendment for the replacement of November 7, 2016 City Council Meeting Page 2 LIGHTING AT sport court/ field lighting at the Blue Springs Fieldhouse. Motion FIELDHOUSE seconded by Councilman Carter and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross- Aye RESOLUTION 65-2016 - Councilman Edmondson moved to adopt Resolution No. 65-2016 2017 HOUSEHOLD approving an agreement with Mid-America Regional Counsel for the HAZARDOUS WASTE 2017 Household Hazardous Waste Collection Program. Motion PROGRAM seconded by Councilman Carter and carried with the following votes: Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay- Aye Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing at the request of the ANNEXATION OF 851 SW Applicant, Nicholas Mortallaro, for consideration to approve an BOWLIN ROAD (ANNX- annexation of property (approximately 0.86 +/-acres) located at 851 10-16-5534) SW Bowlin Road, into the City limits at 6:02 p.m. The minutes of the public hearing was recorded by a certified court reporter. City Clerk Sheryl Morgan entered one exhibit into the record for the public hearing. STAFF REPORT Jim Holley, Assistant Director of Community Development, outlined the project and stated the Applicant is desiring to annex the property into the City limits for purpose of accessing City services. APPLICANT Ryan Gill, owner of the property, and representing the Applicant was available to answer questions from Council. The Mayor hearing no further comments for or against, closed the public hearing at 6:03p.m. INTRODUCTION AND 1sr Councilman Edmondson introduced Bill No. 4451 annexing 851 SW READING - BILL NO. Bowlin Road to the City of Blue Springs. City Clerk Sheryl Morgan 4451 -ANNEXING 851 made the first reading of Bill No. 4451 by title ; copies of the proposed SW BOWLIN (ANNX-10- Bill having previously been made available to the public. 16-5534) Councilman Fowler moved to approve Bill No. 4451 upon its first reading and proceed with the second reading . Motion seconded by Councilman Carter and carried unanimously. The second reading of this Bill will be held at the November 21, 2016 City Council meeting. PRESENTATION- Dennis Dovel stated the draft Parks, Recreation and Open Space PARKS, RECREATION Master Plan was presented to the City Council and Park Commission at a Work Session on August 29, 2016. Comments November 7, 2016 City Council Meeting Page 3 AND OPEN SPACE received after the presentation centered around a stronger presence MASTER PLAN for the Community for All Ages program. The Final Draft has incorporated those recommendations. Pat O'Toole, Consultant for GreenPiay, LLC stated additional language and appendices have been added to the Plan relating to the Community for All Ages program as was presented to Council on August 29, 2016. On October 4, 2016, the Park Commission unanimously recommended adoption of the Master Plan. RESOLUTION 66-2016 - Councilman Carter moved to adopt Resolution No. 66-2016 PARKS, RECREATION adopting the Parks, Recreation and Open Space Master Plan. AND OPEN SPACE Motion seconded by Councilman Culpepper and carried MASTER PLAN unanimously. Mayor Ross referred the Plan back to the Park Commission to come back with recommendations for the Council to consider. MAYORAL Mayor Ross reiterated his frustration with the killings locally, in our ANNOUNCEMENTS region, and in the nation. Mayor Ross will be joining Kansas City Mayor Sly James and other area Mayors in a public service announcement next week. Though~ to Ponde~ "If we ever forget that we are One Nation under God, then we will be a Nation gone under." (Ronald Reagan) Councilmen Culpepper and Quibell expressed gratitude and pride for our Blue Springs Police Department's willingness to go above and beyond the call of duty in our community. MOTION TO GO INTO At 6:13p.m., Councilman Carter moved the Council go into closed CLOSED SESSION session pursuant to Section 610.021, subparagraphs (1 ), {2), and ( 12), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel including litigation, real estate, and contract negotiations, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that this body stand adjourned at the completion of such session.
