CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL MEETING October 17, 2016 A meeting of the City Council of the City of Blue Springs, Missouri, was held on Monday, October 17, 2016, 6:00p.m. in the Counci l Chambers of the Howard L. Brown Public Safety Building, 1100 Smith Street with Mayor Carson Ross presiding . COUNCILMEN IN Jeff Quibell Dale Carter ATTENDANCE Chris Lievsay (arrived at 6:07 p.m.) Kent Edmondson Ron Fowler Susan Culpepper Also present were City Admi nistrator Eric Johnson, Deputy City Administrator Adam Norris, Assistant C ity Administrator Christine Cates , City Attorney Nancy Yendes, and Assistant City Clerk Dylan Gibson. CALL MEETING Mayor Carson Ross called the City Council meeting to order and led TO ORDER in the Pledge of Allegiance. Mayor Ross advised that Councilman Carter has requested Item 3f- purchase of Harley-Davidson police Electra-Glide motorcycles be pulled from the Consent Agenda for separate consideration . MAYOR COMMENTS Mayor Ross gave a brief recap of the meeting agenda and explained the Consent Agenda . APPROVE CITY COUNCIL Councilm an Quibell moved to approve the minutes of the October 3, MINUTES 2016 meeting of the City Council meeting. POLICE INTERCEPTORS Motion seconded by Councilman Edmondson and carried with the AND A POLICE following votes: INTERCEPTOR SEDAN Councilman Quibell -Aye Councilman Carter- Aye Councilman Lievsay -ABSENT Councilman Edmondson - Aye Councilman Fowler- Aye Councilman Culpepper- Aye Mayor Ross -Aye Councilman Lievsay arrived at 6:07 p.m. RESOLUTION NO. 58-2016 Councilman Carter discussed his original intent to vote against the APPROVING PURCHASE Resolution citing a lack of practicality and need for a motorcycle unit OF TWO HARLEY- for th e Police Department. He then stated that after recent events in DAVIDSON POLICE Blue Springs where a motorcycle unit would have better handled the ELECTRA GLIDE situation, he will now vote for it. Mayor Ross gave a brief history of MOTORCYCLES the Blue Springs Public Safety Citizens' Advisory Board and their recommendation to purchase motorcycles for the Police Department from eight years ago. Councilman Carter moved to adopt Resolution No. 58-2016 approving the purchase of two Harley-Davidson police Electra Glide motorcycles from Blue Springs Harley-Davidson. Motion seconded by Councilman Quibell and carried unanimously. INTRODUCTION AND 15 T Councilman Culpepper introduced Bill No. 4447 approving the Final READING- BILL NO. 4447 Plat for Blue Springs Commercial Center, Lot 1. Assistant City Clerk APPROVING FINAL PLAT Dylan Gibson made the first reading of Bill No. 4447, by title; copies FOR BLUE SPRINGS of the proposed Bill having previously been made available to the COMMERCIAL CENTER, public. Councilman Fowler moved to approve Bill No. 4447 upon its LOT 1 (PF-07 -16-5391) first reading and proceed with the second reading. Motion seconded by Councilman Carter and carried unanimously. 2N° READING - BILL NO. Motion seconded MAINTENANCE by Councilman Carter and carried unanimously. AGREEMENT INTRODUCTION AND 1sT Councilman Fowler introduced Bill No. 4448 approving the Final Plat READING - BILL NO. 4448 for Blue Springs Dollar General. Assistant City Clerk Dylan Gibson APPROVING FINAL PLAT made the first reading of Bill No. 4448, by title; copies of the FOR BLUE SPRINGS proposed Bill having previously been made available to the public. DOLLAR GENERAL (PF- Councilman Fowler moved to approve Bill No. 4448 upon its first 09-16-5502) reading and proceed with the second reading . Motion seconded by Cou ncilman Culpepper and carried with the following vote : October 17, 2016 City Council Meeting Page 4 Councilman Carter- Aye Councilman Quibell -Aye Councilman Edmondson -Aye Councilman Lievsay -Aye Councilman Culpepper- Aye Councilman Fowler- Aye Mayor Ross - Aye PUBLIC HEARING - Mayor Ross opened the Public Hearing on the rezoning of The REZONING THE Woodland at Chapman Farms from "GB" (General Business), "CB" WOODLANDS AT (Central Business), and "SF-7" (Single Family) to "GB" (General CHAPMAN FARMS Business), "MF-14" (Moderate Density Multi-Family), and "SF-7" (RZ-09-16-5466) (Single Family) at 6:17p.m. The minutes of the public hearing were recorded by a certified court reporter. Assistant City Clerk Dylan Gibson entered one exhibit into the record for the public hearing. STAFF REPORT Scott Allen, Director of Community Development, stated that the applicants were requesting a rezoning of the property for commercial, general business, and single and multi-family developments. Mr. Allen stated the rezoning request was compliant with the City's Comprehensive Plan. The Planning Commission voted unanimously to approve the rezoning . COUNCIL DISCUSSION Councilmen Culpepper and Carter wanted clarification for the depth of the general business section of the rezoning for concern of creating another strip mall in the City. Mr. Allen clarified the depth of the rezoning and that it would prevent a strip mall from being built in that section. IN SUPPORT OF Mr. Charles Driskell wanted clarification on the development and how many access points would be placed along the adjacent streets. Chris Sandie, Director of Public Works, stated that the access points were in compliance with both the City code and with the Missouri Department of Transportation. The Mayor hearing no further comments for or against, closed the public hearing at 6:20 p.m. INTRODUCTION AND 1sr Councilman Fowler introduced Bill No. 4450 approving rezoning of READING - BILL NO. 4450 The Woodlands at Chapman Farms from "GB" (General Business), (RZ-09-16-5466) "CB" (Central Business) , and "SF-7" (Single Family) to "GB" (General Business), "MF-14" (Moderate Density Multi-Family), and "SF-7" (Single Family). Assistant City Clerk Dylan Gibson made the first reading of Bill No. 4450, by title ; copies of the proposed Bill having previously been made available to the public. Councilman Fowler moved to approve Bill No. 4450 upon its first reading and proceed with the second reading. Motion seconded by Councilman Edmondson and carried unanimously. Potter, Library Director and C.E.O of the Mid-Continent CONTINENT PUBLIC Public Library presented information about Proposition L. On the LIBRARY November 8 ballot, Mid-Continent Public Library is seeking voter approval to increase its operating levy for the purpose of building and renovating library branches and maintaining or expanding library collections, services, and programs. Councilman Fowler wanted clarification on how the funds that would be raised from the tax would be distributed to Blue Springs compared to the surrounding communities . Mayor Ross and City Administrator Eric Johnson both commented on the benefits that the libraries bring to Blue Springs. PRESENTATION- Matt Wright, Senior Planner, and Marlene Nagel, Di rector of ASSESSMENT OF FAIR Community Development with the Mid-America Regional Council, HOUSING presented on the Assessment of Fair Housing. This assessment was conducted to help Blue Springs and partnering KC metro area communities analyze challenges to fair housing choice as a part of the development of the 2017 Housing and Urban Development (HUD) 5 Year Consolidated Plan. Councilman Fowler commented on the assessment showing that compared to the rest of the KC metro area, that Blue Springs stood out for its use of the Minor Home Repair and the First Time Home Buyers grants RESOLUTION NO. 61-2016 Councilman Carter moved to adopt Resolution No. 61-201 6 ADOPTING THE adopting the Assessment of Fair Housing . Motion seconded by ASSESSMENT OF FAIR Councilman Culpepper and carried unanimously. HOUSING MAYORAL Mayor Ross called for an end to the senseless violence that the KC ANNOUNCEMENTS metro area has seen recently. Mayor Ross also reminded everyone that October was Breast Cancer Awareness month. Thoughts to Ponder: "Nearly all men can stand adversity, but if you want to test a man's character, give him power." (Pres ident Abraham Lincoln) VISITORS Mayor Ross recognized the new Blue Springs Chamber of Commerce LEADership class that was in attendance. He also recog nized past graduates of the class. October 17, 2016 City Council Meeting Page 6 MOTION TO GO INTO At 7:19p.m., Councilman Carter moved the Council go into closed CLOSED SESSION session pursuant to Section 610.021 , subparagraphs (1) and (12), Revised Statutes of Missouri, for the purpose of privileged communications between a governmental body or its representative and legal counsel including litigation and contract negotiations, and that any minutes, documents and other records discussed or taken during the closed session remain closed, and that this body stand adjourned at the completion of such session.
